Mayor Marick called the Closed Session to order at 6:15 p.m. All members were present, with Council Member Simonoff absent.

2.A. Call to Order/Roll Call
Mayor Marick called the General Session to order at 7:03 p.m., all members were present, with Council Member Simonoff absent.
2.B. Pledge of Allegiance: Boy Scout Troop 707
Boy Scout Troop 707 led the Pledge of Allegiance.
2.C. Invocation: Pastor David Tebay, Calvary Community Church
Pastor David Tebay, Calvary Community Church, delivered the Invocation.
2.D. Presentation: Business of the Quarter
The City Council displayed a video presentation of the Business of the Quarter, recognizing Brea Auto Body.
2.E. Community Announcements
Council Member Vargas announced that applications for the Volunteen Program are now open. The Volunteen program is for high school students entering the 9th through 11th grade, as of fall 2024. The application period closes on April 25th. To sign-up, please visit the City of Brea website.
Council Member Hupp announced that the City of Brea recently began its Focused General Plan Update including preparation of a new Brea Core Specific Plan. The first step in the process is to conduct robust community outreach activities, such as public workshops, pop-up events, online surveys, announcements, and Community Steering Committee meetings. The community is encouraged to participate in these events to share their thoughts and help guide the City to accurately reflect the vision of the entire community. To be considered for the Community Steering Committee, you must complete and submit an application by Tuesday, April 23rd at 5:00 p.m. For more information, please visit the City website.
Mayor Pro Tem Stewart announced that the City of Brea’s Special Events Division will be hosting its annual Pet Expo on Saturday, April 6th from 9 a.m. to 3 p.m. at the Brea Community Center. There is a chance to adopt a new member to their family and there will be K-9 demonstrations by Brea Police Department and Anaheim Police Department. Mayor Marick invited residents to join the City of Brea to officially kick off the long-awaited Arovista Park Modernization project on Friday, April 19th at 3:00 p.m. at Arovista Park (across from the Brea Senior Center). The City is adding the first all-accessible playground in North Orange County which will provide an opportunity for children and adults of all ages and all abilities to have a safe space to play and enjoy the outdoors. Other amenities included in this phase are four new pickleball courts, upgraded basketball and volleyball courts, new restroom facilities, new outdoor events space, resurfaced parking lot and new EV Charging stations, and upgraded Tracks at Brea Trailhead. 2.F. Matters from the Audience
Craig Farris invited residents to the 100th anniversary baseball game on October 6th at the Brea Sports Park.
Alise Chu from the Brea Olinda High School Robotics Team noted that the team won a blue banner in the First Robotics Orange County Regional Competition and asked residents to donate funds to assist the team with accommodations to compete in the world championships in Houston Texas.
Sean Thomas urged Council to recognize Sister City Lagos de Moreno during Cinco de Mayo and he expressed concern about coyotes in the City.
Keith Fullington expressed concern about coyotes, stated that there is loss of businesses in the downtown area, and urged Council to have more City sponsored events in downtown Brea.

Motion was made by Council Member Hupp and seconded by Mayor Pro Tem Stewart to approve City Consent Items 3A - 3H. Motion passed 4-0-1, with Council Member Simonoff absent.

The City Council approved the March 19, 2024 City Council Regular Meeting Minutes.
3.B. Second Reading and Adoption of Ordinance No. 1249 entitled, "An Ordinance of the City Council of the City of Brea Establishing Sewer Impact Fees for Certain New Developments within the City of Brea, and Approving a CEQA Exemption Determination"
The City Council adopted Ordinance No. 1249 entitled, "An Ordinance of the City Council of the City of Brea Establishing Sewer Impact Fees for Certain New Developments within the City of Brea, and Approving a CEQA Exemption Determination."
3.C. Approve Agreement and Authorize City Manager to Execute Agreement with UniFirst Corporation to Provide Public Works Uniforms and Related Services.
The City Council approved an agreement and authorized the City Manager to Execute Agreement with UniFirst Corporation an amount not-to-exceed $97,500 to Provide Public Works Uniforms and Related Services.
3.D. Resolutions Approving Executive Compensation Plan Amendments to Comply with CalPERS Reporting Requirements
The City Council adopted Resolution No. 2024-018 and 2024-019 approving Amendment No. 23 and Amendment No. 24 to Executive Compensation Plan Resolution No. 92.124 approving changes to Executive Compensation Plan to Comply with CalPERS Reportable Compensation Requirements.
3.E. Award Annual Pavement Striping Maintenance Contract to Orange County Striping Services, Inc,
The City Council awarded Annual Pavement Striping Maintenance Contract in the amount of $209,248.80 to Orange County Striping Services, Inc., and authorized the City Manager to execute the Agreement
3.F. Resolution Updating Authorizing Bank Signers and Certain Payment Processes
The City Council adopted Resolution No. 2024-020 updating the designated Banking Administrator for the City Operating and Successor Agency bank accounts, authorizing additional bank signer and updating certain payment processes.
3.G. Accept a $132,861 California Department of Resources Recycling and Recovery (CalRecycle) Senate Bill 1383 Local Assistance Grant
The City Council accepted a California Department of Resources Recycling and Recovery (CalRecycle) Senate Bill 1383 Local Assistance Grant, in the amount of $132,861, for the two-year grant period beginning April 1, 2024 and ending April 1, 2026.
