Minutes for the Planning Commission

1. GENERAL SESSION
Chair Covey called the meeting to order at 6:00 pm.
Present: Chair Covey, Vice Chair Schlotterbeck (via zoom), Commissioner Madden, Commissioner Perez
Absent: Commissioner Donini
2. CONSENT CALENDAR
Pastor Rick Crockett with Crosspointe Church provided the invocation.
3. PLEDGE OF ALLEGIANCE
Commissioner Madden led the Pledge of Allegiance.
4. MATTERS FROM THE AUDIENCE
Rick Champion, Assistant Superintendent with the Brea Olinda Unified School District, expressed his appreciation of the existing collaboration between the School District and the City of Brea, and highlighted the importance of such collaboration.
5. CONSENT CALENDAR
Motion was made by Commissioner Perez and seconded by Vice Chair Schlotterbeck to approve the consent calendar. Motion passed 4-0-1, with Commissioner Donini absent.
5.A. Approval of July 23, 2024 Planning Commission Minutes
The Planning Commission approved the September 24, 2024 Planning Commission Meeting Minutes.
6. PUBLIC HEARINGS
6.A. Conditional Use Permit No. 2022-15
Assistant Planner Graham Bultema provided a presentation of the project.
The Planning Commission asked questions regarding the following topics:
The applicant, Dr. Annie Forslund and Marc Renard, responded to the Commission’s questions.
Chair Covey opened the Public Hearing.
Seeing no members of the public wishing to address the Commission, Chair Covey closed the Public Hearing.
Motion was made by Commissioner Madden and seconded by Vice Chair Schlotterbeck to approve Conditional Use Permit No. 2022-15 for the project as presented through the Resolution with the Conditions of Approval. Motion passed 4-0-1, with Commissioner Donini absent.
7. ADMINISTRATIVE ITEMS
7.A. Committee Reports
Commissioner Perez provides updates on the two General Plan Steering Committee meetings that were held since the last Planning Commission meeting. He noted Chair Covey attended the meeting that covered the topic of Circulation Element in his absence.
Chair Covey shared about the General Plan Steering Committee he attended in Commissioner Perez’s absence.
Chair Covey also reported on the Art in Public Places Committee.
7.B. Informational/Project Updates
City Planner Hwang reminded the Commission of the upcoming training opportunity on October 30th for the Ralph M. Brown Act, Political Reform Act and high level CEQA overview.
Ms. Hwang provided the Commission with upcoming staffing update regarding Senior Planner Jessica Newton.
8. ADJOURNMENT
Chair Covey adjourned the meeting at 6:32 pm.
