Assistant Planner Nava provided a presentation that included background information on the land sale request of 220 South Orange Ave. She reviewed the property history, current lease agreement with Brea Olinda Unified School District, and the land sale request. She also reviewed the California Surplus Land Act and stated the subject property meets the requirements to be considered an Exempt Surplus Land.

In response to Council questions, Assistant Planner Nava and Assistant City Manager/Community Development Director Killebrew discussed the William Senior Apartments Affordable Housing restrictions, previous covenant agreement, property value, affordability clause, development size and high-density housing.

The City Council directed staff to connect with the prospective buyer and bring the item back to a future meeting.

Mayor Stewart presented Cultural Arts Commission Chair Beverly Falco with a Proclamation recognizing October as Arts and Humanities Month. 

Mayor Stewart presented Brea Olinda High School Student, Ryan Kim and members of the Photography with Analog Film Club a Certificate of Recognition in honor of Arts and Humanities Month.

Police Captain Walehwa provided a presentation on the 2025 Crime Stat Overview. He spoke about crimes against persons, crimes against property, crimes against society, traffic enforcement, emergency response times, significant offenses and community engagement.

In response to Council Member Simonoff’s question, Captain Walehwa reviewed the impact of Prop 36 and the effects it has had on the Police Department.

In response to Mayor Stewarts questions, Captain Walehwa provided an update on the Integrated Crime Center (ICC). 

Assistant City Manager/Community Development Director Killebrew provided a report on the prior Study Session.

Council Member Marick announced the City will be hosting National Drug Take Back Day on Saturday, October 25 from 10:00 a.m. to 2:00 p.m. at the circle driveway in front of the Brea Civic and Cultural Center.

Mayor Pro Tem Hupp announced that the City will be hosting its first ever Dine Brea event from November 3 - 9, 2025. She indicated that participating restaurants will offer exclusive menus, discounts, and special promotions. She encouraged residents to participate and support local restaurants. She stated additional information can be found on the City’s website.

Council Member Simonoff invited the community to the City’s annual Veterans Day Ceremony on November 11 at 10:00 a.m. at the Brea Veterans Memorial.

Mayor Stewart reminded the community that the City has reinstated parking enforcement for the street sweeping program. He stated warnings have been issued and citations will be given out starting the week of November 3, 2025. He encouraged residents to visit the City website to view the street sweeping schedule.

Sean Thomas expressed gratitude to the Public Works Department for resolving a trash issue involving the Bandera Estates Mobile Park community. He spoke in support of those who participated in the “No Kings” protest and expressed gratitude to the Police Department for their assistance in keeping the peace during a demonstration that took place on State College Boulevard and Imperial Highway.

Dan Crane expressed gratitude to the Community Services Department for hosting a luncheon for all pastors in Brea.

Brett Barbre, Director of the Yorba Linda Water District invited the Council to attend the dedication of a new Heli-Hydrant at the Diemer Filtration Plant in Yorba Linda on November 6, 2025 at 9:00 a.m.

The City Council approved the October 7, 2025 City Council Meeting Minutes as written.

The City Council found Ordinance No. 1266 exempt from the California Environmental Quality Act (CEQA) pursuant Section 15061 (b)(3) of the CEQA Guidelines.; and waived the full reading of and adopted Ordinance No. 1266 titled “An Ordinance of the City Council of the City of Brea Establishing Standards and Procedures for Creating Economic Development Programs and Incentives", and Adding Title 17 “Economic Development” to the Brea City Code.

The City Council approved the purchase of ten (10) Scott X3-Pro Self-Contained Breathing Apparatus units with associated face-pieces and amplifiers, and the exchange of ten (10) 15-year cylinders for ten (10) 30-year cylinders in the amount of $83,328.68 from AllStar Fire Equipment.

The City Council adopted Resolution No. 2025-065 Certifying Resources and Affirming Commitment to the 2027 Federal Transportation Improvement Program.

The City Council received and filed the Monthly Report of Investments for the period ended September 30, 2025.
