Council Member Marty Simonoff called the meeting to order at 8:30 am.

2. CONSENT
2.A. Approval of Finance Committee Meeting Minutes - October 14, 2025
The minutes of the October 14, 2025 Finance Committee meeting were approved as written.
3. DISCUSSION
3.A. Waive Full Reading and Introduce Ordinance No. 1268, an Ordinance of the City of Brea Extending the Term of a Pipeline Franchise Granted to Cardinal Pipeline, L.P., and Approve a CEQA Exemption Determination
Council Member Vargas inquired about the hydro-testing schedule. In response, Public Works Director Michael Ho, indicated Public Works will be prepared to answer questions for City Council. Finance Committee approved to move the item to discuss at City Council.
3.B. Waive Full Reading and Introduce Ordinance No. 1267, an Ordinance of the City of Brea Granting a Pipeline Franchise to Crimson California Pipeline, L.P., and Approve a CEQA Exemption Determination
Item pulled. Item requires Public Hearing before moving forward to Finance Committee and City Council.
3.C. Approval of the 9-1-1 Phone System Maintenance Contract
Council Member Vargas inquired cost for a five-year contract compared to proposed six-month contract and how it would differ in cost. In response, the Police Department's Communication Supervisor, Tina Meyer, advised the proposed contract will be reimbursed by the state and offered cost projections for a five-year contract. Finance Committee approved to move the item to discuss at City Council.
