1. GENERAL SESSION

1.A. Call to Order/Roll Call - Commission

Chair Schlotterbeck called the meeting to order at 6:10 p.m.

 

1.B. Pledge of Allegiance

Commissioner Gribble led the Pledge of Allegiance.

1.C. Invocation

Pastor Benavides provided the invocation from The Cause Church.

 

1.D. Matters from the Audience

None.

 

1.E. Commission Reorganization

Motion was made by Chair Schlotterbeck and seconded by Vice Chair Perez to nominate Vice Chair Perez as Chair and Commissioner Gribble as the Vice Chair. Motion carried 4-0-1, with Commissioner Donini absent.

 

2. CONSENT CALENDAR

2.A. January 27, 2026 Planning Commission Draft Meeting Minutes

Motion was made by Commissioner Schlotterbeck and seconded by Commissioner Madden. The motion carried 4-0-1, with Commissioner Donini absent.

2.B. General Plan Annual Progress Report 2025

Commissioner Schlotterbeck requested a link for the draft General Plan Update and the draft Environmental Impact Report (EIR). City Planner Maribeth Tinio confirmed a link would be sent to the Commissioners. 

Motion (to approve the consent items) was made by Commissioner Schlotterbeck and seconded by Commissioner Madden. The motion carried 4-0-1, with Commissioner Donini absent.

3. PUBLIC HEARINGS

None.

4. ADMINISTRATIVE ITEMS

4.A. Committee Reports

Chair Blake Perez reported that the General Plan Steering Committee met for their last meeting on March 12, 2026.

Chair Blake Perez also reported that a nomination was made at the recent Sports Committee meeting, and will be presented to City Council. 

Commissioner Madden reported that Art in Public Places will have the first meeting of the year on April 30, 2026.

4.B. Informational/Project Updates

City Planner Tinio confirmed a link will be sent to the Commissioners, which will link to the Brea 2050 project website, including links to the draft Focused General Plan Update, the draft Brea Core Specific Plan and the draft environmental documents. 

City Planner Tinio also reported out on the following for the General Plan:

  • The Community Open House was held on March 12, 2026 
  • Approximately 25 people attended the Open House
  • Highlights of the General Plan were shared at the Open House, including land use map and timelines of the environmental process
  • The document is still open for public review until March 30, 2026
  • Comments on the General Plan, Brea Core Specific Plan, or any of the environmental documents, are welcome up until March 30, 2026 and there will also be an opportunity to comment on the project itself at the public hearing on April 14, 2026, and any subsequent City Council meeting

City Planner Tinio also encouraged the Commission to review the document, particularly focusing on the goals and policies of each section, and the land use maps as the highlights of the General Plan. 

Commissioner Schlotterbeck asked about consideration or prioritization of any potential new ordinances.

City Planner Tinio indicated she could provide an update on any outstanding or previous requests at a future Planning Commission meeting. Chair Gribble provided an example about objective design standards. City Planner Tinio indicated the General Plan will include an urban design section, but also objective design standards for mixed-use zones are included as part of the Zoning Code update.
