Mayor Pro Tem Marty Simonoff called the meeting to order at 8:30 am.

2. CONSENT
2.A. Approval of Finance Committee Meeting Minutes - January 27, 2026
The minutes of the January 27, 2026 Finance Committee were approved as written.
3. DISCUSSION
3.A. Cooperative Agreement with City of Anaheim, Fullerton, & Orange for the State College Boulevard/The City Drive Regional Traffic Signal Synchronization Program Project, CIP No. 7721
Staff provided an overview of the project. Staff confirmed that Brea's responsibility of the project cost is just under 10%. Council Member Vargas asked if Engineering and Police were coordinating together to plan for the Integrated Crime Center and both departments replied that they were.
The Finance Committee recommended this item for City Council action.
3.B. Contingency Adjustment for the Integrated Crime Center (ICC) Citywide Camera Network, CIP 7719
Staff provided an overview of the Integrated Crime Center (ICC) project. Unforeseen and necessary repairs used up the existing contingency so staff recommends that the contingency be replenished with an additional $200,000. Council Member Vargas stated that in 2016 he received a map of the cameras and requested staff to provide him an updated version. Council Member Vargas asked if the conduit lines were pulled and staff responded that they were. The project manager for the conduit lines is Bryan Hong and the project manager for the cameras is Chris Harvey.
The Finance Committee recommended this item for City Council action.
3.C. Designate the City Manager signing authority for all Public Provider Ground Emergency Medical Transport (PP-GEMT) and Variable Rate Range Intergovernmental Transfer (VRR-IGT) certifications and agreements
Chief Mielke provided an overview of the Ambulance program and presented a flow-chart further demonstrating the flow of the funding. Council Member Vargas shared a situation about a local Military Veteran who was transported by an ambulance and explained that the VA pays for the transport of Veterans if they are considered 30% disabled. Staff explained the process of how our Ambulance billing company works and that they are aware of this benefit for Veterans.
The Finance Committee recommended this item for City Council action.
