Councilmember Nguyen moved to approve Consent Items 6A - 6E. The motion, seconded by Councilmember Delgadillo, passed 10-0.

Public Hearing was opened at 6:42 PM and closed at 7:13 PM
Councilmember Leslie moved to approve Ordinance No. 2276, submitting to a vote of Broomfield registered electors a proposed amendment to the Broomfield Charter to remove outdated provisions and update language. The motion was seconded by Councilmember Ward, and passed 10-0.
Councilmember Marsh-Holschen moved to approve Ordinance No. 2277 submitting to a vote of Broomfield registered electors a proposed amendment to Section 4.6 of the Broomfield Charter, Qualifications of Elected Officials. The motion was seconded by Councilmember Ward.
- Councilmember Ward moved to introduce an amendment, seconded by Councilmember Cohen. The motion passed 10-0.
- Councilmember Ward moved to make a non-substantive change to the language due to a scrivener's error. Seconded by Cohen, the motion passed 10-0.
- Councilmember Anderson introduced a friendly amendment to the motion to amend, which was accepted by Councilmember Ward.
The original motion, as amended, passed 10-0.
Councilmember Nguyen moved to approve Ordinance No. 2278 submitting to a vote of Broomfield registered electors a proposed amendment to Section 4.7 of the Broomfield Charter regarding vacancies. The motion was seconded by Councilmember Ward, and passed 9-1. Mayor Pro Tem Shaff voted no.
Councilmember Anderson moved to approve Ordinance No. 2279 submitting to a vote of Broomfield registered electors a proposed amendment to the Broomfield Charter that would require Council to adopt a Code of Ethics. The motion was seconded by Councilmember Marsh-Holschen, and passed 8-2. Mayor Pro Tem Shaff and Councilmember Henkel voted no.
Mayor Pro Tem Shaff moved to approve Ordinance No. 2280 submitting to a vote of Broomfield registered electors a proposed amendment to Section 6.8 of the Broomfield Charter that would make emergency ordinances effective immediately. The motion, seconded by Councilmember Henkel, passed 10-0.
Councilmember Leslie moved to approve Ordinance No. 2281 submitting to a vote of Broomfield registered electors a proposed amendment to Section 16.2 of the Broomfield Charter regarding Intergovernmental Agreements. The motion was seconded by Councilmember Ward and passed 9-1. Councilmember Henkel voted no.
7.B. Public Hearing Medium Density Residential Zone District Updates Ordinance - Second Reading- 7:34 PM
Public Hearing was opened at 7:34 PM and closed at 7:56 PM
Councilmember Ward moved to approve Ordinance No. 2275 to amend the Broomfield Municipal Code, Title 17 related to medium to high density residential zoning. The motion, seconded by Councilmember Nguyen, passed 8-2. Councilmembers Lim and Leslie voted no.
7.C. Public Land Dedication Ordinance - First Reading- 8:18 PM
Councilmember Henkel moved to approve Ordinance No. 2273 to amend the Broomfield Municipal Code, Title 16 and Title 17 related to Public Land Dedication and other Definitions related to Open Space and Recreation Facilities. The motion, seconded by Councilmember Nguyen, passed 10-0.
7.D. Intergovernmental Agreement (IGA) with the City of Louisville for Leases of Fully Consumable Water to Each Other- 8:59 PM
Councilmember Leslie moved to approve Resolution No. 2025-14 to enter into an Intergovernmental Agreement with the City of Louisville for Leases of Fully Consumable Water to Each Other. The motion, seconded by Councilmember Ward, passed 10-0.
