The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

May 19, 2026 Regular City Council Meeting Minutes

— 1. Approve.

Resolutions Calling November 3, 2026 General Municipal Election

— 1. Adopt Resolution No. 2026-30 calling and giving notice of holding a General Municipal Election on Tuesday, November 3, 2026 for the election of certain officers as required by provisions of the laws of the State of California relating to General Law Cities; and

— 2. Adopt Resolution No. 2026-31 requesting the Board of Supervisors of the County of Orange to consolidate a General Municipal Election held on Tuesday, November 3, 2026 with the Statewide General Election to be held on that date pursuant to Section 10403 of the California Elections Code. Funding for the November 2026 General Municipal Election has been included in the adopted Fiscal Year 2026-27 budget, therefore, there is no additional fiscal impact to the General Fund.

Road Repair and Accountability Act - Local Streets and Roads Funding Program, Fiscal Year 2026-27 Proposed Project List

— 1. Adopt Resolution No. 2026-32 approving projects funded by the Road Repair and Accountability Act.

Renewed Measure M (M2) Eligibility Submittal Package for Fiscal Year 2026-27

— 1. Approve and authorize staff to submit to Orange County Transportation Authority (OCTA) the Measure M2 Seven-Year Capital Improvement Program for Fiscal Years 2026-27 through 2032-33 to comply with Measure M2 eligibility criteria; and

— 2. Adopt Resolution No. 2026-33 concerning the status and update of the Local Signal Synchronization Plan (LSSP) for the Measure M (M2) Program. This action has no impact to the General Fund.

4.E.

Rejection of Bids for the Arovista Park Parking Lot Paving, CIP Project No. 7978

— 1. Reject all bids and direct City Clerk to return all Bid Bonds to bidders; and

— 2. Amend the FY 2025-27 Capital Improvement Program Budget to transfer funds from Fund 290 (CDBG) to CIP 7978 (Arovista Park Modernization). There is no fiscal impact to the General Fund.

Brea 2050: Focused General Plan Update and Brea Core Specific Plan - General Plan Amendment (GPA) No. 2026-01, Specific Plan (SP) No. 2026-01, Zoning Ordinance Text Amendment (ZOTA) No. 2026-01, Zone Change (ZC) No. 2026-01, and Environmental Impact Report (EIR) No. 2026-01

— 1. Adopt Resolution No. 2026-34 to certify a California Environmental Quality Act (CEQA) Program Environmental Impact Report (EIR) for the Brea 2050: Focused General Plan Update and Brea Core Specific Plan (BCSP), State Clearinghouse No. 2025081123, and adopting Findings of Fact (FOF), a Statement of Overriding Considerations (SOC), and a Mitigation Monitoring and Reporting Program (MMRP).

— 2. Adopt Resolution Nos. 2026-35 and 2026-36 approving the following entitlements, based on findings and conclusions in the corresponding resolutions:

— a. GPA No. 2026-01, to approve the General Plan policy document; and

— b. SP No. 2026-01, to adopt a new specific plan to implement the BCSP.

— 3. Introduce by title only and waive further readings of ordinances approving the following entitlements, based on findings and conclusions in the corresponding ordinances:

— a. Ordinance No. 1274, "An Ordinance of the City Council of the City of Brea Amending the Brea City Code by Adopting Zoning Ordinance Text Amendment No. 2026-01 for Implementation of the Brea 2050: Focused General Plan Update and the Brea Core Specific Plan;"

— b. Ordinance No. 1275, "An Ordinance of the City Council of the City of Brea Approving Zone Change No. 2026-01 for Implementation of the Brea 2050: Focused General Plan Update and Brea Core Specific Plan;"

— 4. Schedule adoption of the aforementioned ordinances at the next regular City Council meeting.

6.B.

Omnibus Code Update - Zoning Ordinance Text Amendment (ZOTA) No. 2026-02

— 1. Waive full reading and introduce Ordinance No. 1276 titled “An Ordinance of the City Council of the City of Brea Amending the Brea City Code by Adopting Zoning Ordinance Text Amendment No. ZOTA 2026-02 (Omnibus Code Update) and Approving a CEQA Exemption Determination;"

— 2. Approve a California Environmental Quality Act (CEQA) Exemption Determination; and

— 3. Schedule adoption of aforementioned Ordinance at the next regular City Council meeting. There is no fiscal impact to the General Fund.

Public Hearing to Consider Levying an Assessment for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7 for Fiscal Year 2026-2027

— 1. Adopt Resolution Nos. 2026-37 through 2026-43, levying assessments for Fiscal Year 2026-27 after receiving testimony at the Public Hearing on June 2, 2026. There will be no impact to the General Fund by this action.
