RECOMMENDATION: Staff recommends that the City Council approve the City Council Regular Meeting Minutes of May 7, 2026.
Resolution Adding Limited Term Position and Approving Second Amendment to Employment Agreement with Robert A. Johnson
RECOMMENDATION: Staff recommends that the City Council:
— 1. Adopt a Resolution No. 4126 Adding the Limited Term Position of Executive Director of San Jacinto Power and Special Advisor to the City Council to the Citywide Salary Schedule.
— 2. Approve the Second Amendment to the Employment Agreement with Robert A. Johnson and authorize the Mayor to execute the Second Amendment in substantially the form presented, subject to any minor, non-substantive revisions approved by the City Attorney.
Annual Proceedings for Landscaping, Lighting, and Park District No. 1 (LLPD No. 1) – Initiation and Intent to Levy Assessments for Fiscal Year 2026–2027
RECOMMENDATION: Staff recommends that the City Council take the following actions:
— 1) Adopt Resolution 4125 initiating proceedings and ordering the Assessment District Engineer to prepare and file the Engineer’s Report for LLPD No. 1 for Fiscal Year 2026–2027, pursuant to Streets and Highways Code §22622
— 2)Adopt Resolution 4126 declaring the City’s intent to levy and collect assessments within LLPD No. 1 for Fiscal Year 2026–2027, accepting the Engineer’s Report, and setting June 16, 2026, as the date of the public hearing to consider the annual levy.

RECOMMENDATION: Staff recommends that the City Council take the following actions:
— 1) Adopt Resolution 4127 to initiate proceedings and direct the Assessment District Engineer to prepare and file the Engineer’s Report for LLPD No. 2 for FY 2026–2027, pursuant to Streets and Highways Code §22622
— 2) Adopt Resolution 4128 to accept the Engineer’s Report, declare the City’s intent to levy and collect assessments for FY 2026–2027, and set June 16, 2026, as the date of the public hearing
The Thomsen Company, Inc. Professional Services Agreement EWA 13 for San Jacinto MDP Line E-2 Storm Drain Improvement Project (CIP# 15-003)
RECOMMENDATION: Staff recommends the City Council take the following actions:
— 1. APPROVE the professional services agreement to The Thomsen Company, Inc. for the sum of $19,675;
— 2. AUTHORIZE the City Manager to execute the professional services agreement.
Tri-Party Cooperative Agreement Between Riverside County Transportation Commission, County of Riverside, and City of San Jacinto for Ramona Expressway Reconstruction Project Between Warren Road and Sanderson Avenue (CIP# 26-007)
RECOMMENDATION: Staff recommends the City Council take the following actions:
— 1. APPROVE as to form Cooperative Agreement No. 26-31-001-00;
— 2. AUTHORIZE the City Manager to execute the cooperative tri-party agreement between Riverside County Transportation Commission, County of Riverside, and the City of San Jacinto (Agreement No. 26-31-001-00) upon further review by City Attorney.
Cooperative Agreement Between Riverside County Transportation Commission and the City of San Jacinto for Construction of Mid County Parkway Project - Construction Contract 3
RECOMMENDATION: Staff recommends the City Council take the following actions:
— 1. APPROVE as to form Cooperative Agreement No. 25-31-094-00;
— 2. AUTHORIZE the City Manager to execute the cooperative agreement between Riverside County Transportation Commission and the City of San Jacinto (Agreement No. 25-31-094-00) upon further review by City Attorney.
Professional Services Agreement for a Comprehensive Update to the City’s Landscape, Irrigation, Park, Basin, Parkway and Street Tree Design Standards
Staff recommends that the City Council: 1. APPROPRIATE an additional $100,000 from the City’s unallocated General Fund balance for the preparation of updated Citywide Landscape, Irrigation, Park, Basin, Parkway and Street Tree Design Standards; 2. AUTHORIZE the transfer of the previously budgeted $80,000 for Landscape Design Guideline updates in the Planning Division FY 2025/2026 budget, together with the additional appropriation, into CIP Project No. 26-013, Fund 199-9999-425.40-01; 3. AWARD a Professional Services Agreement to Community Works Design Group in the amount of $159,615.00 for professional consulting services associated with the preparation of the updated standards; 4. REJECT all other proposals; and 5. AUTHORIZE the City Manager to execute the Professional Services Agreement and all related contract documents.

— 1. Approve the FY 2026-2027 Professional Services Agreement with City Net to provide comprehensive street outreach and emergency hotel services, and

Sixth Amendment to the CR&R Solid Waste Franchise Agreement and Annual Rate Adjustment
Staff recommends that the City Council :
— 1. Conduct a public hearing to receive public comment and accept any protests.
— 2. Adopt Resolution No. 4129 - Approving the Sixth Amendment to the Franchise Agreement between the City of San Jacinto and CR&R Incorporated.

FY 26/27 Capital Improvement Program Engineering Update
RECOMMENDATION: Staff recommends that the City Council receive and file an update of the City's Capital Improvement Program for FY 26/27.
Revision to Line E of the San Jacinto Valley Master Drainage Plan
RECOMMENDATION: Staff recommends the City Council take the following actions:
— 1. DETERMINE that, in accordance with CEQA Guidelines Sections 15162 and 15164, that the proposed Addendum to the previously adopted Environmental Impact Report for the San Jacinto Valley Master Drainage Plan (MDP) adequately addresses the Revision to Line E of the MDP, and that no subsequent or supplemental environmental review is required because the revision to Line E would not result in new or more significant environmental impacts than those previously analyzed and no substantial changes in circumstances have occurred that would create new or more significant environmental impacts.
— 2. APPROVE the revision to Line E of the San Jacinto Valley Master Drainage Plan, in conformance with the Preliminary Design Report.
— 3. 3. Direct Staff to revise the San Jacinto Valley Master Drainage Plan Map to reflect the modifications in the Preliminary Design Report.
