RECOMMENDATION: Staff recommends that the City Council APPROVE the City Council Regular Meeting Minutes of June 2, 2026.

Resolutions Regarding the 2026 General Municipal Election

RECOMMENDATION: Staff recommends that the City Council:

— 1. ADOPT Resolution No. 4122 of the City Council of the City of San Jacinto, California, calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, November 3, 2026, for the election of certain officers as required by the provisions of the laws of the State of California relating to General Law cities; and requesting assistance from the Riverside County Registrar of Voters in conducting the election.

— 2. ADOPT Resolution No. 4123 of the City Council of the City of San Jacinto, California, adopting regulations for Candidates for elective office pertaining to Candidate Statements submitted to the voters at an election to be held on Tuesday, November 3, 2026.

2026 Biennial Notice for Conflict of Interest Codes

RECOMMENDATION: Staff recommends that the City Council direct the City Manager to:

— 1. REVIEW the City of San Jacinto’s Conflict of Interest Code, pursuant to Government Code Section 87306.5;

— 2. FILE a Statement of Review with the City Clerk no later than October 1, 2026; and

— 3. HAVE the Conflict of Interest Code revised based upon said review, if necessary.

Warrants and Disbursements - May 2026

RECOMMENDATION: Staff recommends that the City Council REVIEW and APPROVE the Warrants and Disbursements for the period of May 2026 in the amount of $9,187,641.65

A6.

Appropriations Limit FY 2026-27

RECOMMENDATION: Staff recommends that the City Council ADOPT Resolution No. 4135, establishing the appropriations limit from proceeds of taxes for FY 2026-2027.

A7.

Subdivision Improvement Agreement No. 1 Tract 28224

RECOMMENDATION: Staff recommends that the City Council:

— 1. APPROVE as to form the Subdivision Improvement Agreement Amendment No.1 for LGI Homes, Inc.; and

— 2. AUTHORIZE the Interim City Manager to execute the Subdivision Improvement Agreement Amendment No. 1.

A Professional Services Agreement with CG Resource Management and Engineering, Inc. (CGRME) for professional storm water compliance, Water Quality Management Plan document review, and inspections for FY 2026-2027 through FY 2029-2030.

RECOMMENDATION: Staff recommends that the City Council:

— 1. APPROVE a Professional Services Agreement with CG Resource Management and Engineering, Inc. (CGRME) for professional storm water compliance, Water Quality Management Plan document review, and inspections in an amount not to exceed $120,000 per year for FY 2026-2027 through 2029-2030; and

— 2. AUTHORIZE the City Manager to execute the attached Professional Services Agreements in substantially the form attached hereto, subject to review by the City Attorney.

Amendment to Cooperative Agreement For Parking Citation Processing Services

RECOMMENDATION: Staff recommends that the City Council APPROVE the Fourth Amendment to the Cooperative Agreement for Parking Citation Processing Services with Data Ticket, Inc., for a five-year parking citation processing contract in the amount not to exceed $255,000.

Professional Services Agreement with Lynn Merrill and Associates for NPDES Technical Support Services for FY 2026-2027 and FY 2027-2028, with an Option to Extend for One Additional One-Year Term

RECOMMENDATION: Staff recommends that the City Council:

— 1. APPROVE a two-year Professional Services Agreement with Lynn Merrill and Associates (LMA) for NPDES Technical Support Services for FY 2026-2027 and FY 2027-2028;

— 2. AUTHORIZE a contingency for the optional one-year extension not to exceed 4 percent of the base contract amount; and

— 3. AUTHORIZE the City Manager to execute the Professional Services Agreement.

A11.

Extension of Professional Services Agreement with The Retail Coach for Retail Recruitment

RECOMMENDATION: Staff recommends that the City Council APPROVE the extention of the Professional Services Agreement with The Retail Coach in the amount of $25,000, plus reimbursable expenses not to exceed $3,000, for a total of $28,000. The agreement will extend services through June 30, 2027.

Approve Interim City Manager Employment Agreement

RECOMMENDATION: Staff recommends that the City Council APPROVE the Interim City Manager Employment Agreement with Travis Randel, effective June 2, 2026.

4. PUBLIC HEARING

4.1

Proposed Resolution for Landscaping, Lighting, and Park District No. 2 (the “District”) FY 2026-2027 Annual Levy of Assessments

RECOMMENDATION: Staff recommends that the City Council ADOPT Resolution No. 4134 confirming a diagram and assessment and levying the assessment for the District for FY 2026-2027.

RECOMMENDATION: Staff recommends that the City Council ADOPT Resolution No. 4133 confirming a diagram and assessment and levying the assessment for the District for FY 2026-2027.

Resolution for Assessment District 2003-1 FY 2026-2027 Annual Levy

RECOMMENDATION: Staff recommends that the City Council ADOPT Resolution No. 4132 - Assessment District 2003-1 FY 2026-2027 Annual Levy

4.4

Adoption of the 2025 Urban Water Management Plan and 2025 Water Shortage Contingency Plan

RECOMMENDATION: Staff Recommends that the City Council:

— 1. CONDUCT a public hearing to receive public comment and accept any protests.

— 2. ADOPT Resolution No. 4131, approving and adopting the City of San Jacinto 2025 Water Shortage Contingency Plan.

— 3. ADOPT Resolution No. 4130, approving and adopting the City of San Jacinto 2025 Urban Water Management Plan.

— 4. AUTHORIZE staff to submit the adopted Water Shortage Contingency Plan and Urban Water Management Plan to the California Department of Water Resources, the California State Library, and any other required agencies.

4.5

Vacant Positions

RECOMMENDATION: Staff recommends that the City Council hold a public hearing to present vacant positions in the City to meet the requirements of AB 2561 and accept the results of the report.

5. DISCUSSION ITEMS

5.1

Adoption of FY 2026-2027 Budget

RECOMMENDATION: Staff recommends that the City Council ADOPT Resolution No. 4136, adopting the FY Budget 2026-2027 for the General Fund and all other funds. The Budget of the Successor Agency is also adopted by separate action.

Adoption of Successor Agency’s FY 2026-2027 Budget

RECOMMENDATION: Staff recommends that the Successor Agency Board ADOPT Resolution No. SA 26-01, adopting the FY 2026-2027 Operating and Capital Budget for the Successor Agency to the Redevelopment Agency of the City of San Jacinto (SA).
