The Sierra Madre Civic Club is an independent philanthropic organization, serving the community of Sierra Madre. These grant funds are not allocated nor distributed from City funded accounts.

8. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA

Any person wishing to speak before the City Council is asked to complete a Speaker Card and provide it to the City Clerk prior to the start of the meeting. Speakers are generally limited to three (3) minutes per person and time may not be delegated; any changes to the allotted time will be announced prior to the Public Comment period. Under the Brown Act, the City Council is prohibited from discussing or taking action on any item not listed on the posted agenda. Addressing the City Council from the audience is not permitted; all comments addressing the Council must be made from the podium. Only public comment made from the podium will be recognized by the City Council and entered into public record.

Resolution No. 26-38 Authorizing a Supplemental Budget Appropriation from the Water Fund Reserve in the amount of $400,000 and Approval of the Water Main Replacement Agreement with Toll West Coast, LLC

Recommendation: Approve CEQA Project, exempt under: 14 CCR 15061(b)(3)- common sense exemption, because it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.

D.

Resolution No. 26-45 Authorizing a Supplemental Budget Appropriation from the Library Gift and Memorial Fund in the Amount of $80,000 for Fiscal Year 2025/26

Recommendation: Approve CEQA Project, exempt under: 14 CCR 15061(b)(3)- common sense exemption, because it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.

Resolution No. 26-46 Authorizing a Supplemental Budget Appropriation of $174,050 from the General Fund Reserve and Award of a Construction Contract to Ultimate Pool Remodeling, Inc. for the Sierra Madre Aquatic Center Pool Deck Repair and Pools Replaster Project at Sierra Vista Park in the Amount of $324,050

Recommendation: Approve CEQA - Exempt under 14 CCR 15302 as a replacement/ reconstruction of existing structures/facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity.

Professional Services Agreement with Pasadena Humane Society for Animal Shelter and Animal Control Services in the Amount of $364,488 for a Five-Year Period

Second Reading of Ordinance No. 1494 Amending Section 17.08.020 (Words, Terms, Phrases Defined) of Chapter 17.08 (Definitions) and Chapter 17.22 (Accessory Dwelling Units) of Title 17 (Zoning) of the Sierra Madre Municipal Code

Recommendation: Approve CEQA - exempt as an ordinance implementing Article 2 (commencing with Government Code Section 66314) and Article 3 (commencing with Section 66333) of Chapter 13 of Division 1 of Title 7 of, the Government Code, pursuant to Public Resources Code Section 21080.17
