PUBLIC PARTICIPATION (PUBLIC COMMENT

Option A: To provide public comments in person in the Council Chambers

Members of the public may attend the meeting in person in the Council Chambers and have the opportunity to speak or submit a written comment on any item listed on the Agenda. To speak, complete a Speaker’s Card for each item and submit it to the City Clerk before the public comment portion of that item. Public testimony is limited to three (3) minutes per speaker, and time may not be transferred to another person. Written comments submitted during the meeting will not be read aloud by the City Clerk. 

 

Option B: To submit written public comments prior to the meeting

Members of the public may submit written comments on any item listed on the Agenda. To ensure the City Council has time to review and/or consider the information prior to the meeting, please include the Agenda item number or topic in the email subject line and send written public comments to comments@agourahillscity.gov on or before 4:00 p.m. on the meeting date. Public comments are not read into the record by the City Clerk. Please note: any public comments submitted after the deadline may not be considered during the City Council’s deliberations or included in the official record. However, the public is welcome to attend the meeting to make or submit comments in person.

1. Approve Minutes of the Regular City Council Meeting of December 10, 2025

RECOMMENDATION: Approve the Minutes, as presented.

2. Confirm Appointments by the Mayor to City Council Subcommittees and Ad Hoc Committees

RECOMMENDATION: Confirm the Mayor’s recommended City Council appointments, as presented.

3. Approve the Mayor's Appointments to Outside Agency Boards, Commissions, or Committees

RECOMMENDATION: 1) Approve the Mayor’s recommended City Council appointments to the Las Virgenes-Malibu Council of Governments, Los Angeles Clean Power Alliance, and Santa Monica Mountains Conservancy, as presented and 2) Approve, by full City Council action, the outside agency appointments as delegates and alternate voting members, to the California Contract Cities Association, California Joint Powers Insurance Authority, League of California Cities (CalCities), Los Angeles County City Selection Committee, and Southern California Association of Governments, as presented, and direct the City Clerk to file the appropriate voting designation documents with the respective agencies.

4. Approve First Amendment to Agreement for Design Professional Services, with m6 Consulting, for Civil Engineering Design and Construction Support Services for the Morrison Park Playground Improvements and Appropriation of Funds to Cover Engineering, Construction Phase Services, and Soils Testing and Inspection

RECOMMENDATION: Approve 1) First Amendment to Agreement for Contractor Services, with m6 Consulting, for Civil Engineering Design and Construction Support Services for the Morrison Park Playground Improvements; 2) appropriation of additional funds for Twining, Inc. for soils testing and inspection services; and, 3) appropriation of funds previously approved in Fiscal Year 2024-25 to the Morrison Park Playground Improvements Project.

5. Approve First Amendment to Agreement for Contractor Services, with Ray-Mac Painting, Inc., for Repainting Services at City Hall

RECOMMENDATION: Approve the First Amendment to Agreement for Contractor Services, with Ray-Mac Painting, Inc., to extend the scope of work to include repainting services at City Hall, specifically the Council Chambers and Council Lobby.

6. Approve First Amendment to Agreement for Contractor Services, with Spare labs, Inc., to Incorporate Lyft Wheelchair-Accessible Vehicle (WAV) Services and Reduce Dedicated Vehicle Hours

RECOMMENDATION: Approve the First Amendment to the Agreement for Contractor Services, with Spare Labs, Inc., to extend the contract term, incorporate Lyft WAV services, and reduce dedicated vehicle hours to support a more cost-effective and sustainable on-demand transportation service model.

7. Adopt a Resolution Amending the Compensation Plan by Increasing Part-Time/Temporary Salary Ranges in Compliance with the 2026 California Minimum Wage Increase to $16.90 Per Hour, Effective December 21, 2025

RECOMMENDATION: Adopt Resolution No. 26-2122; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, AMENDING THE COMPENSATION PLAN BY INCREASING THE RANGE OF THE ADMINISTRATIVE INTERN I, ADMINISTRATIVE INTERN II, INSTRUCTOR, OFFICE ASSISTANT, RECREATION LEADER I, RECREATION LEADER II, RECREATION SPECIALIST, AND SENIOR PROGRAM INSTRUCTOR, IN COMPLIANCE WITH THE 2026 CALIFORNIA MINIMUM WAGE INCREASE TO $16.90 PER HOUR, EFFECTIVE DECEMBER 21, 2025.

8. Introduction of Ordinance No. 26-483, Adopting the 2025 Engineering and Traffic Survey

RECOMMENDATION: Waive full reading and introduce Ordinance No. 26-483, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, AMENDING AND DECLARING PRIMA FACIE SPEED LIMITS FOR NINE SPECIFIC ROAD SEGMENTS OF AGOURA ROAD, CANWOOD STREET, DRIVER AVENUE/PALO COMADO CANYON ROAD, KANAN ROAD, REYES ADOBE ROAD AND CORNELL ROAD.

9. Discussion to Consider Adoption of Resolution No. 26-2123; Approving the Installation of Stop Controls at the Intersection of Sandtrap Drive and Larboard Lane

RECOMMENDATION: Adopt Resolution No. 26-2123; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, APPROVING THE INSTALLATION OF STOP CONTROLS AT THE INTERSECTION OF SANDTRAP DRIVE AND LARBOARD LANE.

10. Discussion to Consider Membership in the Wildfire Solutions Coalition

RECOMMENDATION: Provide feedback and direction to staff regarding whether the City of Agoura Hills should join the Wildfire Solutions Coalition.

The next Regular City Council Meeting will be held at 6:00 p.m., on April 8, 2026, in the Council Chambers of the Civic Center. The Civic Center is located at 30001 Ladyface Court, Agoura Hills, California.
