PUBLIC PARTICIPATION (PUBLIC COMMENT)
Option A: To provide public comments in person in the Council Chambers
Members of the public may attend the meeting in person in the Council Chambers and speak or submit written comments on any item listed on the Agenda. To speak, complete a Speaker’s Card for each item and submit it to the City Clerk before the public comment period of that item. Public testimony is limited to three (3) minutes per speaker; a speaker's time may not be transferred to another person. Written comments submitted during the meeting will not be read aloud by the City.
Option B: To submit written public comments prior to the meeting
Members of the public may submit written comments on any item listed on the Agenda. To ensure the City Council has time to review and/or consider the information prior to the meeting, please include the item number or topic in the subject line and email comments@agourahillscity.gov by 4:00 p.m. on the meeting date. Public comments are not read into the record by the City. Any comments submitted after the deadline may not be considered during the City Council’s deliberations or included in the official record. RECOMMENDATION: Authorize the expenditures for the Civic Center Microgrid Project to preserve eligibility for federal investment tax credits and approve the necessary budget appropriation to facilitate project procurement activities required to preserve eligibility for federal clean energy tax incentives available through the Inflation Reduction Act.
12. Approve Name Change of Community Wildfire Protection Plan (CWPP) Implementation Advisory Committee to Agency Working Group
RECOMMENDATION: Approve the modification of the CWPP to replace references to the "CWPP Advisory Committee" with "CWPP Agency Working Group" to better reflect the collaborative implementation structure envisioned for the Plan.
13. Approve a Resolution Adopting the Annual Investment Policy for Fiscal Year 2026-27 and Delegating Authority to the City Treasurer to Invest and Reinvest City Funds
RECOMMENDATION: Adopt Resolution No. 26-2138; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, ADOPTING THE ANNUAL INVESTMENT POLICY FOR FISCAL YEAR 2026-27 AND DELEGATING AUTHORITY TO THE CITY TREASURER TO INVEST AND REINVEST CITY FUNDS.
14. Adopt a Resolution Amending the Compensation Plan by Setting the Salary Ranges for City Employees, Increasing the Employer Contribution to Healthcare Premiums for Full-Time Employees, and Increasing the City's Matching Contribution to the Deferred Compensation Plan for General and Executive Employees; Adopt a Resolution Increasing the Employer Contribution to Healthcare Premiums for Councilmembers; and Approve the Sixth Amendment to the City Manager's Employment Agreement and the City Manager's Performance Bonus
RECOMMENDATION: 1) Adopt Resolution No. 26-2139; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, AMENDING THE COMPENSATION PLAN BY SETTING SALARY RANGES FOR CITY EMPLOYEES TO INCLUDE A 3.2% COLA RATE INCREASE, INCREASING THE EMPLOYER CONTRIBUTION TO HEALTHCARE PREMIUMS FOR FULL-TIME EMPLOYEES, INCREASING THE CITY’S MATCHING CONTRIBUTION TO THE DEFERRED COMPENSATION PLAN FOR GENERAL EMPLOYEES, 2) Adopt Resolution No. 21-2140; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, INCREASING THE EMPLOYER CONTRIBUTION TO HEALTHCARE PREMIUMS FOR COUNCILMEMBERS, and 3) Approve the Sixth Amendment to the City Manager’s employment agreement and the City Manager’s performance bonus.
15. Adopt a Resolution Approving the City of Agoura Hills' Participation in the Los Angeles Urban County Community Development Block Grant (CDBG) Entitlement Program, HOME Investment Partnerships Program, and the Emergency Solutions Grant Program and Authorize a Cooperation Agreement with the County of Los Angeles to Receive CDBG Funds
RECOMMENDATION: Adopt Resolution No. 26-2141; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, APPROVING THE CITY OF AGOURA HILLS' PARTICIPATION IN THE LOS ANGELES URBAN COUNTY PROGRAM, for the time period of July 1, 2027, through June 30, 2030, and self-renewing thereafter, by authorizing the Mayor, or his/her designee, to sign a Cooperation Agreement with the County of Los Angeles.

RECOMMENDATION: Adopt Resolution No. 26-2144; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AGOURA HILLS, CALIFORNIA, ADOPTING THE “INTERNET SERVICE AND TELEPHONIC SERVICE DISRUPTION POLICY” FOR CITY COUNCIL MEETINGS.
