5. Consent Agenda

[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

5.1 Approve Minutes from the January 13, 2026, Regular City Council Meeting.

5.2 Adopt an Ordinance Amending the Code of Ordinances by establishing a process for terminating inactive campaign treasurer appointments.

5.3 Consider an Economic Development Incentive Agreement among the Allen Economic Development Corporation, the City of Allen, Allen Community Development Corporation, and Billingsley Company and/or its affiliated entities including Billingsley Allen TIF, Ltd., for Sales and Use Tax sharing Relating to Construction Materials for Sloan Corners Project.

5.4 Authorize the City Manager to execute a contract with Kimley-Horn and Associates, Inc., for the design of Building Improvements at Stacy Pump Station and Integration of City-wide Supervisory Control and Data Acquisition (SCADA) upgrades for $293,600.

5.5 Authorize the City Manager to execute a cooperative contract with GL Seaman & Company for the purchase of replacement furniture at the Allen Senior Recreation Center for $231,783.

5.6 Authorize the City Manager to execute an agreement with WeBuildFun, Inc., for playground and shade installation at Quail Run Park for $399,347.

5.7 Authorize the City Manager to execute an agreement with Whirlix, Inc., for playground and shade installation at Bradford Crossing Park for $600,000.

5.8 Authorize the purchase of servers and infrastructure from FreeIt Data Solutions, to support the Allen Police Department Digital Forensics Unit's Data Storage and Evidence Preservation requirements for $339,452.

5.9 Receive the Quarterly Financial Report for the period ending September 30, 2025.

5.10 Receive the Quarterly Investment Report for the period ending September 30, 2025.

6. Regular Agenda

6.1 Adopt a Resolution authorizing the City Manager apply for, accept, reject, alter, or terminate a grant from the State of Texas, Office of the Governor, that provides funding for a Violent Gang Gun Reduction Program.

6.2 Conduct a Public Hearing and adopt an Ordinance to change the base zoning of Lot 2, Block 1, Bethany Pet Hospital, from Agriculture/Open Space to Single-Family Residential R-3, generally located 210± feet north of the northeast corner of the intersection of Heritage Parkway and Bethany Drive. [Heritage Parkway - Straight Zoning]

6.3 Conduct a Public Hearing and adopt an Ordinance to establish a Planned Development with a base zoning of Light Commercial regulating the development and use of 2.424± acres of land in the Peter Fischer Survey, Abstract No. 324, generally located 580± feet west of the northwest corner of the intersection of Allen Heights Drive and Main Street. [Mustang Creek]

6.4 Conduct a Public Hearing and adopt an Ordinance to change the base zoning of 0.688± acres of land in the James T. Roberts Survey, Abstract No. 777, from Agriculture/Open Space to Local Retail, generally located on the northwest corner of Allen Heights Drive and Exchange Parkway and Allen Heights Drive. [1229 E. Exchange Parkway - Straight Zoning]

8. Executive Session

Legal, Section 551.071. 8.3 Reconvene and Consider Action on Items Resulting from Executive Session.
