6.1 Approve Minutes from the February 10, 2026, Regular City Council Meeting.
6.2 Award bid and authorize the purchase of vehicles for the Fire, Community Enhancement, Community Services, and Parks and Recreation Departments from Bob Tomes Ford and Olathe Ford for $273,093.
6.3 Authorize the City Manager to execute a contract with Halff Associates, Inc. for the design of the Carter Ct, Stacy Ridge, and Summerside Lift Station Rehabilitation Project for $710,500.
6.4 Authorize the City Manager to execute a contract with Allison Aquatics Group for pool resurfacing and slide repair at Ford Pool for $335,350.
6.5 Receive the Quarterly Financial Report for the Period Ending December 31, 2025.
6.6 Receive the Quarterly Investment Report for Period Ending December 31, 2025.
6.7 Motion to cancel the March 24, 2026, Regular City Council Meeting.

7.1 Award Bid and Authorize the City Manager to execute a contract with Jim Bowman Construction Co., LP, for the 2026 Street and Alley Rehabilitation Project, for $4,873,703.
7.2 Motion to receive the Annual Comprehensive Financial Report for fiscal year ending September 30, 2025.

9. Executive Session
Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein, and for any Executive Session listed below. (Closed to Public as Provided in the Texas Government Code.)
9.1 Pursuant to Texas Government Code, Section 551.087 - Deliberation of Economic Development Negotiations; and, Texas Government Code, Section 551.072 - Deliberation Regarding Real Property: Briefing regarding a proposed Economic Development Incentive Agreement by and among the Allen Economic Development Corporation, the Allen Community Development Corporation, and GPG Watters Creek Member, LLC, and its related entities, to support improvements at Watters Creek Village.
9.2 Pursuant to Texas Government Code, Section 551.087 - Deliberation of Economic Development Negotiations; and, Texas Government Code, Section 551.072 - Deliberation Regarding Real Property: Discussion of proposed Economic Development Agreement by and among the City of Allen, Allen Economic Development Corporation, Allen Community Development Corporation, Rough Creek Capital Services, LLC, and Blender Brands, LLC, and related parties, for the Downtown Catalyst Project.
