4. Citizens' Comments
[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
5. Consent Agenda
[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]
5.1 Approve Minutes from the April 14, 2026, Regular City Council Meeting.
5.2 Adopt a Resolution authorizing the City Manager to apply for, reject, alter, or terminate a grant from the Motor Vehicle Crime Prevention Authority, providing funding to Texas law enforcement agencies to purchase equipment dedicated to curbing catalytic converter theft through the Fiscal Year 2027 SB 224 Catalytic Converter Grant Program.
5.3 Authorize the City Manager to execute an agreement with Intermountain Slurry, Inc., for the slurry seal treatment of roadways in the Hillside Village neighborhood for $123,248.
5.4 Authorize the City Manager to execute a contract with Halff Associates, Inc., for Landscape Architectural Services for an Update to the City of Allen Trails and Bikeways Master Plan for $150,000.
6. Regular Agenda
6.1 Authorize the City Manager to execute a contract with CLW Water Group, LLC, for the Maxwell Creek and Lost Creek Lift Station Rehabilitation Projects for $4,618,120.
6.2 Authorize the City Manager to negotiate and execute a real estate gift agreement and park maintenance agreement relating to a donation to the City of 9.65± acres in the J. Phillips Survey, Abstract No. 719, City of Allen, Collin County, Texas, and the improvements constructed thereon to be used and maintained as a public park.

8. Executive Session
