3.1 Recognition of the Allen Economic Development Corporation for receiving the "Best Mixed-Use" Award from the Dallas Business Journal.

3.2 Presentation of a Blue Star Flag to a family of Allen service personnel currently deployed by the U.S. Armed Forces.

3.3 Presentation of a Proclamation from the Office of the Mayor.

3.4 Presentation of Mayor's Awards for Distinguished Service.

4. Citizens' Comments

[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

5. Presentations from Boards, Commissions, and Committees

5.1 Convention and Visitors' Bureau Annual Report.

6. Consent Agenda

[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]

6.1 Approve Minutes from the April 28, 2026, Regular City Council Meeting.

6.2 Adopt a Resolution amending Chapter 9, "Leave," Section 9.03A, "Official Holidays," of the City of Allen Personnel Policies and Procedures Manual.

6.3 Adopt an Ordinance amending the Code of Ordinances, Chapter 10, “Offenses – Miscellaneous” by repealing Article VII, “Public Assembly Regulations.”

6.4 Award Bid and authorize the City Manager to establish a shortlist of qualified vendors for third-party audio/visual production services for Credit Union of Texas Event Center with In Depth Events, ISP Creative, Stage Corps, LD Systems, and Upstage with an amount not to exceed $803,470 with the option for four (4) one-year renewals at City of Allen's sole discretion.

6.5 Authorize the City Manager to execute a contract with FieldTurf USA, Inc., for replacement of artificial turf in highly impacted areas of the infield at Spirit Park Softball Complex for $184,703.

6.6 Authorize the City Manager to purchase an Electronic Ticketing System, with support hardware and software from Tyler Technologies for the Allen Police Department for $399,894.

6.7 Receive the Quarterly Financial Report for Period Ending March 31, 2026.

6.8 Receive the Quarterly Investment Report for Period Ending March 31, 2026.

7. Regular Agenda

7.1 Adopt a Resolution establishing rates and fees for commercial and residential solid waste, recycling and household hazardous waste services.

7.2 Consider all matters incident and related to the issuance and sale of “City of Allen, Texas, General Obligation Improvement and Refunding Bonds, Series 2026”, including the adoption of an ordinance authorizing the issuance of such bonds in one or more series, establishing parameters for the sale and issuance of such bonds and delegating certain matters to authorized officials of the City.

7.3 Consider all matters incident and related to the issuance and sale of “City of Allen, Texas, Waterworks and Sewer System Revenue Refunding Bonds, Series 2026”, including the adoption of an ordinance authorizing the issuance of such bonds in one or more series, establishing parameters for the sale and issuance of such bonds and delegating certain matters to authorized officials of the City.

7.4 Conduct a Public Hearing and adopt an Ordinance for a Specific Use Permit authorizing a "Fitness and Health Center" use for a 1,244± square foot portion of a building located on Lot 1, Pete Ford Medical Addition, commonly known as 515 W. Main Street, Suite 107. [Bodies In: Motion]

9. Executive Session

Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein, and for any Executive Session listed below. (Closed to Public as Provided in the Texas Government Code.)

9.1 Pursuant to Texas Government Code, Section 551.087 - Deliberation Regarding Economic Development Negotiations: Briefing regarding current and potential business enterprise recruitment, real estate, and business expansion projects along State Highway 121 and US 75 corridor.

9.2 Reconvene and Consider Action on Items Resulting from Executive Session.
