Under the provisions of the Brown Act, the City Council is prohibited from taking action on items that are not listed on the agenda, but may refer the matter to staff or to a subsequent meeting. — Recommendation: Consider and Find That This Ordinance Is Expempt From CEQA Pursuant to Section 15061(B)(3) of the CEQA Guidelines; And
— Adopt Ordinance 25-967, Amending Chapter 7 (Administrative Citations) of Title 1 (General Provisions) and Chapter 1 (Public Nuisances) of Title 5 (Public Welfare) of the Artesia Municipal Code Relating to the Abatement of Public Nuisances.
9.G. First Amendment to Professional Services Agreement with BOA Architecture Inc.
— Recommendation: Approve Amendment No. 1 to the Professional Services Agreement With BOA Architecture Inc. Extending the Term, Expanding the Scope of Work, and Increasing the Contract Amount by $40,800, for a Revised Not-To-Exceed Total of $107,800, and Authorize the City Manager To Execute the Amendment.
9.H. Senate Bill 1 (SB1) Pavement Rehabilitation Project for FY 2025-26 - Residential Streets
— Recommendation: Adopt Resolution No. 25-3037, Adopting a Project for Fiscal Year 2025-26 to be Funded by Senate Bill (SB1), the Road Repair and Accountability Act of 2017
9.I. Event Production Services Agreement with Ramirez Productions and Event Rentals, Inc.
— Recommendation: Event Production Services Agreement With Ramirez Productions and Event Rentals, Inc. For the 2025 International Street Fair and Diversity Festival in the Amount Not-To-Exceed $83,677.50, and Authorize the City Manager To Execute the Agreement
9.J. Levy of the Special Tax for Community Facilities District No. 2017-1
— Recommendation: Adopt Resolution No. 25-3041, Acting in Its Capacity as the Legislative Body of the City of Artesia Community Facilities District No. 2017-1 (Services) Providing for the Levy of the Special Tax for Fiscal Year 2025-26
9.K. Budget Amendment to Fund 350 Measure A - Park Improvement
— Recommendation: Approve a Budget Amendment to the Measure a Park Improvement Fund To Reflect the Receipt of the Los Angeles County Regional Parks and Open Space District (RPOSD) Measure A - Acquisition Only Competitive Grant for $585,000 and the Associated Expenses With Implementation of This Grant
9.L. Memorandum of Understanding (MOU) - General Unit Employees
— Recommendation: Adopt Resolution No. 25-3038, Adopting Memorandum of Understanding (MOU) Between the City of Artesia and the American Federation of State, County, and Municipal Employees, Local 1520 (AFSCME), Council 36 – General Unit; And
— Authorize the City Manager To Execute the MOU on Their Behalf

— Recommendation: Receive and File.
10.B. Amendments to Vacant Properties Registration Fee
— Recommended Action: Adopt Resolution No. 25-3042, Approving an Updated Fee Schedule for Vacant Property Registration and Monitoring, Repealing Resolution No. 21-2843, and Determining the Project To Be Exempt Under CEQA, Pursuant to Section 15273(a)(4).
10.C. Street Light Maintenance District Diagram and Assessment
— Recommendation: Adopt Resolution No 25-3043, Confirming a Diagram and Assessment for the 2025/2026 Fiscal Year and Ordering the Improvements in Connection With the City of Artesia Street Lighting Maintenance District Pursuant to the Provisions of Part 2 of Division 15 of the Streets and Highways Code.
10.D. 2021-2029 Housing Element Update
— Staff recommends that the City Council Open and conduct a public hearing; and
— Receive public comments and council member comments on the housing element, and staff will incorporate any changes into the draft Housing Element.
10.E. Case No. 2023-01: Zoning Code Amendment, Zoning Text Amendment and Zone Map Amendment Pertaining To Mixed Use Overlay
— Recommendation: Adopt Resolution No. 25-3048, Approving a Proposed Zoning Code Amendment Establishing a Mixed-Use Overlay (Mu-O) Zone (Case No. 2023-01), Amend the City of Artesia Zoning Map, and Certify a Supplemental Environmental Impact Report for the Proposed Zoning Code Amendment;
— Introduce and Waive the First Reading of Ordinance No. 25-970, Adding Article 46 (Mixed-Use Overlay Zone (Mu-O)) of Chapter 2 (Zoning) of Title 9 (Planning and Zoning) of the Artesia Municipal Code; and
— Direct Staff to File Notice of Determination.
10.F. Case No. 2024-22: General Plan Amendment, Amendment to the Artesia Live Specific Plan, Amendment to the Zoning Ordinance, Vesting Tentative Tract Map No. 84570, Design Review and Mitigated Negative Declaration for Project Located at 17610 & 17618 Pioneer Boulevard
— Recommendation: Adopt Resolution No. 25-3044 Adopting Mitigated Negative Declaration (Sch #2025040131) and Mitigation Monitoring and Reporting Program Pursuant to the California Environmental Quality Act (CEQA) for Tentative Tract Map No. 84570; Amendment to the Artesia Live Specific Plan; General Plan and Zoning Code Amendments and Design Review Associated With the Proposed Pioneer Place Mixed Use Project Consisting of 83 Unit Residential Condominiums and a 1,600 Square Feet of Rooftop Restaurant With Alcohol Sales, in a 6-Story Building;
— Adopt Resolution No. 25-3045 Approving an Amendment to the General Plan by Modifying the Description of City Center Mixed Use Land Use Designation by Adding the Following Sentence “Residential Density May Exceed 70 Dwelling Units per Acre Subject to Approval of a Specific Plan” to the City Center Mixed Use Land Use Designation and Adding a Footnote Below Table Lu-4 in the General Plan To State: “Residential Density May Exceed 70DU/AC Subject to Approval of a Specific Plan”;
— Adopt Resolution No. 25-3046 Approving Vesting Tentative Tract Map No. 84570 To Allow a Mixed Use Development Consisting of 83 Residential Units and a 1,600 Square Foot Rooftop Restaurant To Be Subdivided for Condominium Purposes Located at 17610 & 17618 Pioneer Boulevard (Assessor’s Parcel Numbers 7033-007-016, 017 & 018);
— Introduce and Waive the First Reading of Ordinance No. 25-968, Amending the Artesia Live Specific Plan;
— Introduce and Waive the First Reading of Ordinance No. 22-969, Amending Section 9-2.3453 (Specific Plan Zones) of Article 34.5 (Specific Plan Zones (SP)) of Chapter 2 (Zoning) of Title 9 (Planning and Zoning) of the Artesia Municipal Code; And
— Affirm Planning Commission’s Conditional Approval of a Design Review Application for Case No. 2024-22 and Adopt Resolution No. 25-3047 - A Mixed-Use Development Consisting of 83-Unit Residential Units, With 1,600 Square Foot Rooftop Restaurant With Alcohol Sales and Associated Parking and Landscaping Located at 17610 & 17618 Pioneer Boulevard (Assessor’s Parcel Numbers 7033-007-016, 017 & 018).

— Resolution No. 25-3051, Approving and Adopting a City-Wide Salary Schedule as Required by the California Public Employees’ Retirement System (CALPERS) For, Respectively, Unrepresented Management Employees, Employees of the Managers and Supervisors Unit, and Employees of the General Unit;
