This is the portion of the meeting set aside to invite public comments regarding any matter within the subject matter jurisdiction of the City Council. Public comments may also be submitted by email at publiccomments@cityofartesia.us before 12:00 p.m. on the date of the meeting. Public comments are limited to no more than three minutes each. If comments relate to a specific agenda item, those comments will be taken following the staff report for that item and prior to the City Council vote. Under the provisions of the Brown Act, the City Council is prohibited from taking action on items that are not listed on the agenda, but may refer the matter to staff or to a subsequent meeting. Those wishing to speak are asked to add your information at the digital public kiosk located at the entrance of the Council Chamber.

9. CONSENT CALENDAR
It is recommended that Items (9A) through (9P) be acted on simultaneously in one vote unless a member of the City Council requests separate discussion and/or action on the item. In the event a member of the City Council requests separate discussion on a Consent Calendar item, or the item is removed from the Consent Calendar to allow for public comments on the item to be read. — Recommendation: Approve and Authorize the City Manager To Execute, the Master Services Agreement With OpenGov, Inc. For Permitting, Planning and Code Compliance Software and Implementation Services Totaling $137,975.34 Over a Three Year Period.
9.K. New Service Request with the Los Angeles County Internal Services Department for GIS Modernization Services
— Recommendation: Approve and Authorize the City Manager To Execute a Three-Year Service Request With the Los Angeles County Internal Services Department for Geographic Information Systems Modernization Services for an Amount Not-To-Exceed $123,444.
9.L. Purchase Order to Engage Environmental Systems Research Institute, Inc. for Geographic Information Systems (GIS) Software Services
— Recommendation: Authorize the City Manager To Execute a Purchase Order To Engage Environmental Systems Research Institute, Inc. (Esri) for Geographic Information Systems (GIS) Software Services for an Amount Not-To-Exceed $61,800 for a Three Year Period.
9.M. Resolution Regarding Youth Community Access Grant Program Application Submission to the California Natural Resources Agency
— Recommendation: Adopt Resolution No. 25-3060, Approving the Application for the Youth Community Access Grant Program, and Authorize the City Manager To Execute All Documents Necessary To Apply for the Grant.
9.N. Resolution Regarding Temporary Street Closure of Various City Streets to hold the 2nd Annual Artesia 5K Run/Walk on Saturday, November 15, 2025
— Recommendation: Adopt Resolution No. 25-301, Approving a Highway Permit for the Temporary Closure of a Portion of Various City Streets, Pursuant to Vehicle Code Section 21101(E) in Connection With the City of Artesia 2nd Annual 5K Run/Walk Event To Be Held on Saturday, November 15, 2025, and Making a Determination of Exemption Under CEQA.
9.O. Resolution Regarding Voting Delegates for 2025 League of California Cities Annual Conference and Expo General Assembly
