This is the portion of the meeting set aside to invite public comments regarding any matter within the subject matter jurisdiction of the Planning Commission. Public comments may also be submitted by email at publiccomments@cityofartesia.us before 12:00 p.m. on the date of the meeting. Public comments are limited to no more than three minutes each. If comments relate to a specific agenda item, those comments will be taken following the staff report for that item and prior to the Planning Commission vote. Under the provisions of the Brown Act, the Planning Commission is prohibited from taking action on items that are not listed on the agenda, but may refer the matter to staff or to a subsequent meeting. Those wishing to speak are asked to add your information at the digital public kiosk located at the entrance of the Council Chamber.

7.A. 2021-2029 Housing Element Update
— Recommendation: Adopt Resolution 26-06P, Recommending that the City Council Adopt the 2021-2029 Housing Element Update, and Make a Determination of Exemption From the California Environmental Quality Act (“CEQA”) Pursuant to Section 15061(b)(3) of the CEQA Guidelines.
7.B. Case No. 2025-25: Design Review Application for 18501 Pioneer Boulevard
— Recommendation: Adopt Resolution No. 2025-02P, Approving a Design Review to remodel an Existing One-Story 4,767 square foot Commercial Building at 18501 Pioneer Boulevard Within the Artesia Downtown Specific Plan (ADSP) (Case No. 2025-25) and finding the Project exempt from CEQA Pursuant CEQA Guidelines Section 15301(a).
7.C. Case No. 2025-32: Amend Title 9, Chapter 2 to Establish Temporary Outdoor Lighting Regulations (Section 9-2.1250)
— Recommendation: Adopt Resolution No. 2026-04P, Recommending the City Council Introduce and Adopt Ordinance No. 26-981 and Find the Ordinance Exempt From CEQA Pursuant to CEQA Guidelines Sections 15061(b)(3) and 15378(b)(5).
7.D. Case No. 2025-12: Arco AMPM Code Amendment and Conditional Use Permit
— Recommendation: Continue to the February 17, 2026 Planning Commission Meeting.
