— Recommendation: Adopt Resolution No. 26-3077, Approving a Sister City Designation Policy

9.F. Enhanced Infrastructure Financing District (EIFD) Public Financing Authority Appointment and Status Update

— Recommendation: Appoint Skip Vega To Serve as the City of Arteisia’s Public Member Representative to the Public Financing Authority of the Artesia Enhanced Infrastructure Financing District, in Accordance With the Enhanced Infrastructure Financing District’s Formation Resolution.

9.G. Award of Professional Services Agreement to BPR Consulting Group for Building and Safety Services

— Recommendation: Approve, and Authorize the City Manager To Execute on the Council’s Behalf, a Professional Service Agreement for Building and Safety Services to Bpr Consulting Group in an Amount Not-To-Exceed $1,500,000 From April 1, 2026 Through June 30, 2029; And

— Approve a Budget Amendment to the Building and Safety Division.

9.H. 2025 General Plan Annual Progress Report and Annual Housing Element Progress Report

— Recommendation: Approve the General Plan Annual Progress Report Inclusive of the Annual Housing Element Progress Report for Calendar Year 2025; And

— Direct Staff to File the Reports with the State of California Office of Planning and Research (OPR) and the California Department of Housing and Community Development (HCD)

9.I. Award of Landscape Maintenance Service Agreement with Brightview Landscape Services for City-Wide Landscape Maintenance in City Right-of-Way and Public Facilities

— Recommendation: Approve and Authorize the City Manager To Execute on Their Behalf, a Five-Year Landscape Maintenance Service Agreement With Brightview Landscape Services, Inc. With a Not-To-Exceed Amount of $1,100,617.20 for City-Wide Landscape Maintenance Services;

— And Make a Determination of Exemption Under CEQA Pursuant to Section 15304 (Class 4) of the State CEQA Guidelines.

9.J. Second Reading and Consideration of Ordinance Establish Temporary Outdoor Lighting Regulations

— Recommendation: Adopt Ordinance No. 26-981, Adding Section 9-2.1250 to Title 9 of the Artesia Municipal Code Establishing Regulations and Standards for the Use of Temporary Outdoor Lighting in Residential Zones; And Determining the Ordinance To Be Exempt From CEQA; And

— Find That This Action Is Exempt From the Requirements of CEQA Pursuant to Sections 15378(b)(5), and 15061(b)(3).

9.K. Second Reading and Consideration of Ordinance Amending the City's Fireworks Code

— Recommendation: Adopt Ordinance No. 28-982, Amending Chapter 2 (Fireworks) of Title 4 (Public Safety) Regarding Illegal Fireworks;

— Find the Ordinance Exempt From CEAQ under Sate CEQA Guidelines Sections 15060(c)(2),(3) 15061(b)(3); And

— Approve the Proposed Administrative Fines for Fireworks Violations and Direct Staff To Bring Back an Adopting Resolution To Coincide With the Adoption of Ordinance No. 26-982.

10. PUBLIC HEARING

10.A. Annexing Territory to Community Facilities District No. 2017-1 (Services) (Annexation No. 4)

— Recommendation: Adopt Resolution No 26-3078, Calling a Special Election and Submitting to the Qualified Electors of Territory Proposed to be Annexed to the City of Artesia, Community Facilities District No. 2017-1 (Services), County of Los Angeles, State of California the Question of Levying Special Taxes Within That Territory (Annexation No. 4);

— Adopt Resolution No. 26-3079, Acting in Its Capacity as the Legislative Body of City of Artesia, Community Facilities District No. 2017-1 (Services), County of Los Angeles, State of California, Declaring the Results of a Special Election in Such Community Facilities District on the Proposition of the Annual Levy of Special Taxes Within the Territory Proposed to be Annexed to Said Community Facilities District to Pay the Cost of Certain Services to be Provided by the Community Facilities District, Determining That the Territory Proposed to be Annexed is Added to and Part of Said Community Facilities District With Full Legal Effect, and Ordering the Recording of a Map of the Boundaries of Said Community Facilities District Including the Territory Annexed Thereto (Annexation No. 4); and

— Waive Full Reading and Introduce Ordinance No. 26-983, Authorizing the Levy of Special Taxes in a Community Facilities District, Including Certain Annexation Territory Identified as Annexation No. 4 Into City of Artesia, Community Facilities District No. 2017-1 (Services)

10.B. Resolution Adopting Updated Administrative Citation Fines

— Recommendation: Adopt Resolution No. 26-3076, Setting Forth the Administrative Citation Schedule of Civil and Administrative Fines for Violations of the Artesia Municipal Code and Related Fees, and Repealing City Council Resolution No. 18-2724

11. DISCUSSION

11.A. 2026 Independence Day Event and Fireworks Show

— Recommendation: Approve Changing the City of Artesia’s Independence Day Celebration Event Date From July 4 to July 3, 2026, Due to a Shortage of Certified Fireworks Technicians and the City’s Inability To Secure a Fireworks Vendor for July 4, 2026; And

— Approve an Agreement and Authorize the City Manager to execute on the Council's Behalf With Zambelli Fireworks to Provide a Fireworks Show on July 3, 2026 for an Amount Not-To-Exceed $37,800. 

11.B. Non-Profit Facility Use Fees Discussion

— Recommendation: Discuss and Provide Direction To Staff Regarding the Facility Usage Regulations in Relation to Artesia-Based Non-Profit Organizations Versus Non-Profit Organizations Based Outside of the City.

11.C. Business Improvement District (BID) Update and Direction Regarding the Naming of Downtown

— Recommendation: Discuss and Provide Direction To Staff Regarding the Naming of Downtown To Be “Little India,” Upon Formation of the Business Improvement District (BID). 

11.D. 2026 Goal Setting Report

— Recommendation: Adopt the 2026 Goal Setting Report and Direct Staff To Begin Implementation of the Goals.
