Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State law generally prohibits the City Council from responding to or acting upon matters not listed on this agenda.

If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. 5. CONSENT CALENDAR
The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."
5.A. March 3, 2026 Regular City Council Meeting Minutes
— 1. Approve.
5.B. As-Needed Auction Services for City Surplus Items
— 1. Approve Agreement with JJ Kane Associates, Inc. for As-Needed Auction Services for City Surplus Items for a three-year term with an optional two, one-year extensions; and
— 2. Authorize the City Manager to approve and execute any extension(s). No appropriation is needed at this time and any revenue received will be programmed as part of the budget process.
5.C. OC Animal Care Service Contract
— 1. Approve the Master Agreement for Provision of OC Animal Care Services between the County of Orange and the City of Brea for the period of May 31, 2026, through May 30, 2031; and
— 2. Authorize the City Manager, or designee, to execute the Master Agreement and all annual Notice of Intents. Funding for animal care services is already programmed in the adopted FY 2026-27 Operating Budget, and no additional appropriation is needed in the City’s General Fund at this time.
5.D. Adopt Resolution and approve New and Amended Job Descriptions and Salary Tables for Various Positions, Amend the Position Allocation List for FY 25/26, and Place the Classifications in the Appropriate Bargaining Units for Representation Purposes
— 1. Approve Resolution No. 2026-14 adopting job descriptions and salary tables for the positions of Water Quality Specialist and Building Maintenance Crew Leader;
— 2. Approve placing the classification in the Brea City Employees’ Association (BCEA) bargaining unit for representation purposes; and
— 3. Approve amending the City’s Position Allocation List to include these positions in the appropriate Department and/or Division. Ongoing operating costs for existing positions are already budgeted within the appropriate departmental operating budget for FY 2025-26.
5.E. Second Reading of Ordinance No. 1272 to Reestablish Parking Restrictions on Public Streets for Street Sweeping
— 1. Waive full of reading and adopt Ordinance No. 1272, "An Ordinance of the City Council of the City of Brea Amending the Brea City Code to Reestablish Parking Restrictions on Public Streets for Street Sweeping Purposes and Approving a CEQA Exemption Determination."
5.F. Approve an Agreement between the City of Brea and Brea Towing Services, LLC, to provide official police towing services
— 1. Approve an Agreement between the City of Brea and Brea Towing Services, LLC (Brea Towing) for the provision of official police towing and storage services; and
— 2. Authorize the City Manager to execute the three-year agreement, with the option to approve up to two, one-year extensions. The Police Department has funding allocated for towing and storage services.
5.G. Approve annual renewal for the Police Departments CAD/RMS software
— 1. Authorize the City’s Procurement & Contracts Administrator to provide a Purchase Order for the Police Departments Computer Aided Dispatch (CAD)/Records Management System (RMS) annual support/maintenance renewal. Funding for the renewal has already been appropriated in the current fiscal year’s budget.
