Procedures for Addressing the Council
The Council encourages interested people to address this legislative body by making a brief presentation on a public hearing item when the Mayor calls the item or address other items under Matters from the Audience. State law generally prohibits the City Council from responding to or acting upon matters not listed on this agenda.
The Council encourages free expression of all points of view. To allow all persons the opportunity to speak, please keep your remarks brief. If others have already expressed your position, you may simply indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your entire group. Council rules prohibit clapping, booing or shouts of approval or disagreement from the audience. Please silence all cell phones and other electronic equipment while the Council is in session. 2. CONSENT CALENDAR
The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."
2.A. May 5, 2026 Regular City Council Meeting Minutes
— 1. Approve.
2.B. Acceptance of Final Tract Map No. 19315 for Condominium Purposes, Subdivision Monument Bond, and Public Improvements for the site located at 685 South Brea Boulevard
— 1. Accept Final Tract Map No. 19315 for Condominium Purposes;
— 2. Accept Subdivision Monument Bond and authorize City Clerk to release the Subdivision Monument Bond upon further notification from the Public Works Department; and
— 3. Accept Public Improvements associated with the site located at 685 S. Brea Boulevard. There is no fiscal impact to the General Fund.
2.C. Settlement Agreement and Franchise Agreement Amendment with Republic Services (Brea Disposal)
— 1. Approve a Settlement Agreement and Mutual Release (Settlement Agreement) with Republic Waste Services of Southern California (Brea Disposal) and Republic Services, Inc. (Republic Services);
— 2. Approve Amendment No. 1 to the Second Amended and Restated Franchise Agreement with Brea Disposal; and
— 3. Authorize the Mayor to execute the documents.
2.D. Approval of Amended and Restated NPDES Stormwater Permit Implementation Agreement
— 1. Approve the Amended and Restated National Pollutant Discharge Elimination System (NPDES) Stormwater Permit Implementation Agreement ("Agreement") between the County of Orange, Orange County Flood Control District ("District"), and participating Orange County cities (collectively called "Permittees)"; and
— 2. Authorize the Mayor to execute the Agreement and any related documents necessary to implement the terms of the Agreement.

— 1. Adopt the Code of Ethics, Conduct and Policies for Elected and Appointed Officials.
