Chair Covey called the meeting to order at 6:05 pm. All members were present with Commissioner Donini absent.
2. INVOCATION
Pastor Travis Morrill with Friends Community Church provided the invocation.

Commissioner Perez led the Pledge of Allegiance.
4. MATTERS FROM THE AUDIENCE

5. CONSENT CALENDAR
Vice Chair Schlotterbeck made the motion to approve. Commissioner Madden seconded the motion and the motion carried 4-0.
5A. April 23, 2024 Planning Commission Meeting Minutes
City Planner Joanne Hwang noted a correction for Item 5A for the April 23, 2024 Planning Commission Meeting Minutes. The minutes would be revised to reflect Commissioner Madden’s recusal from Item 5B and the reasons associated with the recusal. Staff requested the Commission vote on the minutes with revisions as stated.
Commissioner Madden made a motion to approve the consent calendar. City Attorney Steven Flower noted the motion should include the revisions as stated by staff. Commissioner Madden restated the motion to include the revisions to the minutes as read by staff. Seconded by Commissioner Perez. Motion passed 4-0.
Chair Covey took agenda items out of order.
6. PUBLIC HEARINGS
Commissioner Perez recused himself from Item 6A as the project is in close proximity to his rental residence and left the meeting.
Chair Covey disclosed he did a site visit to the proposed project.
Assistant Planner Graham Bultema presented the item.
Commissioner Madden inquired about the business located adjacent to the project (Suite F).
Chair Covey Opened the Public Hearing and invited the applicant to speak. The Applicant, Dr. Cowan (co-owner with husband Bill Cowan), introduced herself, discussed her existing animal hospital in Moreno Valley and expressed her excitement to join the Brea community.
Commissioner Madden inquired regarding how the applicant plans to split her time between the two businesses.
Seeing no members of the public wishing to address the Commission, Chair Covey closed the Hearing.

There was Motion to Approve that was motioned by Melanie Schlotterbeck seconded by Bill Madden with a result of 3-0-0-0-1{{tally}} Absent was Tom Donini
7. ADMINISTRATIVE ITEMS
7A. Committee Reports
Chair Covey reported the Art in Public Places Committee had discussion about the General Plan Update with more conversations to come. The Committee received great feedback on how art impacts the community.
7B. Informational/Project Updates
Vice Chair Schlotterbeck welcomed Ms. Pierce and was sad but excited to say goodbye to Ms. Hosozawa.
Chair Covey thanked staff for the General Plan Update meeting noting it was a great success, shared appreciation of the City’s Facebook page for acknowledging what Pride Month is and showing the diversity and inclusion in our city, acknowledged Chris Emeterio’s retirement and wished him well for this next chapter, and expressed his appreciation for the heartfelt sentiments for the loss of his father-in-law.
