Mayor Stewart called the General Session to order at 9:00 a.m., all members were present.

2. STUDY SESSION - EXECUTIVE CONFERENCE ROOM 3RD FLOOR - 9:15 A.M.

2A. Call to Order/Roll Call-

Mayor Stewart called the Special Study Session to order at 9: 15 am.

2B. Public Comment-

Dwight Manley expressed concern about staff taking a holistic approach to address homelessness and stated that there should be clear and concise mandates to address issues of homelessness.

2C. Camping / Property Storage Ordinances Update -

Interim City Manager Griffith introduced the item and City Attorney Boga provided the camping ordinance background and laws.

Police Chief Hawley provided a breakdown of the current camping ordinance and stated that there are four (4) other cities in Orange County that have passed camping ordinances since the Supreme Court ruling that stated cities are permitted to ban individuals from sleeping and camping in public places. He stated that staff is recommending the following changes to the current ordinance: make the prohibition against camping in public areas clear, including in underground public areas; eliminate a reference to protocols in the settlement agreement in the Orange County Catholic Worker v. Orange County et al. litigation; and prohibit obstructions created by someone sitting, lying, or sleeping on public property, or by storing, using, maintaining, or placing personal property on public property. 

Council directed staff to bring the item back with an expanded definition of a public area; reduce the time that the Police Department may impound abandoned personal property; strengthen the anti-camping Ordinance with a provision that prohibits camping on private property to specifically include provision prohibiting camping on retail shopping center parking lots; prohibit camping in a vehicle; prohibit camping underground; and add several new obstruction provisions.

2D. PRESENTATION - Summary of Brea's Holistic Approach to Addressing Homelessness-

Soo Kang, Executive Director North Orange County Public Safety Collaborative, provided a presentation about the North Orange County Public Safety Collaborative's background and historical approaches; provided statistical samples of the North SPA; provided the Brea HMIS (Homeless Management Information System) list; and introduced the Executive Director of the HOPE Center, George Searcy.

Executive Director Seary spoke about the HOPE Center's mission; provided statistical and tracked data; and discussed the 90 day pilot program that the HOPE Center implemented which extended the hours of operation of the dispatch line.

In response to Council questions, staff assured Council that they are constantly looking for opportunities to fund programs that will aide in homelessness efforts; noted that there are challenges to obtaining funds for homeless programs due to a finite amount of resources; explained that sending police response to non-emergency homeless related calls is not a recipe for success; reassured Council that staff continues to look for options to expand operations; clarified that the point-in-time survey only counts individuals when they are encountered which results in inaccurate numbers because some homeless people are visitors during the day only; and confirmed that the County of Orange has a 24/7 live dispatch called OC Links for calls regarding homeless support that residents can use when the Hope Center Dispatch Center is closed.
