Chair Schlotterbeck called the meeting to order at 6:00 p.m.

Pastor Rick Darden provided the invocation from Friends Community Church.
1.C. Pledge of Allegiance
Commissioner Donini led the Pledge of Allegiance.
1.D. Matters from the Audience
No members of the audience came down to speak at the podium.
2. CONSENT CALENDAR
2.A. December 9, 2025 Planning Commission Draft Meeting Minutes
Commissioner Donini pulled consent agenda item 2.A. to discuss and request subject lines in meeting minutes include the detailed project reference name.
Motion was made by Commissioner Madden and seconded by Chair Schlotterbeck. Motion passed 4-0-1, with Commissioner Gribble absent.
2.B. 2025 Administrative Remedy and Minor Conditional Use Permit Report
Commissioner Donini pulled consent item 2.B. to inquire about Administrative Remedies related to Brea 256.
City Planner Tinio indicated the Specific Plan allows for minor modifications through administrative remedies; however, the Applicant will be requesting a Specific Plan amendment, which will be brought before the Planning Commission at a future meeting.
Motion was made by Commissioner Donini and seconded by Commissioner Madden. Motion passed 4-0-1, with Commissioner Gribble absent.
3. ADMINISTRATIVE ITEMS
3.A. Brea 2050: Focused General Plan Update and Brea Core Specific Plan
Senior Planner Jessica Newton presented the Brea 2025: Focused General Plan Update and Brea Core Specific Plan.
The Planning Commission asked questions regarding the following topics:
- The actions that will come before the Planning Commissioners (to provide a recommendation to City Council)
- Review of the draft EIR
- The project (General Plan Update)
- The time frame as to when the Planning Commissioners will receive the related documents
- Whether updates to the Zoning Code based on the changes to the General Plan
Senior Planner Newton, City Planner Tinio, City Attorney Flower responded to the commissioner's questions.
