The minutes of the February 24, 2026 Finance Committee meeting were approved as written.

3. DISCUSSION
3.A. Budget Adjustments to the City Operating and Capital Improvement Program Budgets for FY 2025-27
Council Member Vargas inquired about the $200,000 budget adjustment related to the Thompson Oil Site Hydrant. Staff explained that the adjustment reallocates remaining funds from the completed Thompson Oil project to the Miscellaneous Water Improvements project. Council Member Vargas noted that he would like to be informed about any matters involving Thompson Oil.

3.B. Professional Services Agreement for City's Housing Rehabilitation Program
Council Member Vargas wants to know what the "GRC" stands for in GRC Associates. Staff will follow up and confirm.

3.C. Sourcewell Maintenance Agreement with TK Elevator Corporation
Mayor Pro Tem Simonoff asked Staff to confirm the pricing part of the agreement. Each term will run from July 1 to June 30, with 80% of the contract price subject to adjustment for labor cost increases and 20% subject to adjustment for material cost increases, capped at a maximum annual increase of 4%.
