The public may address the members of the City Council on any matters within the jurisdiction of the City Council or on any items on the agenda of the City Council during the designated public comment periods. There will be two Oral Communication sessions: one for Agendized Items (comment about items ON the agenda) and the other for non-Agendized items (comment about items NOT on the Agenda). The Oral Communications portion of the agenda is limited to a duration of one hour unless otherwise approved by the City Council. Comment time is normally 3 minutes depending on the number of speakers.

15. CONSIDER REJECTION OF ALL PROPOSALS RECEIVED FOR REQUEST FOR PROPOSALS ("RFP") 24-020 FOR ECONOMIC DEVELOPMENT MARKETING STRATEGY SERVICES (CITY COUNCIL)

RECOMMENDED ACTION

— 1. REJECT all proposals received for RFP 24-020 Economic Development Marketing Strategy and AUTHORIZE staff to resolicit.

16. CONSIDER ESTABLISHING A $25,000 REWARD FOR INFORMATION LEADING TO THE ARREST AND CONVICTION OF THOSE RESPONSIBLE FOR THE MURDER OF DIEGO VILLALOBOS ON APRIL 25, 1993, IN THE CITY OF CARSON (CITY COUNCIL)

RECOMMENDED ACTION

— APPROVE the establishment of a $25,000 reward.

17. CONSIDER MONTHLY INVESTMENT AND CASH REPORT FOR THE CITY OF CARSON, CARSON HOUSING AUTHORITY, CARSON SUCCESSOR AGENCY-MONTH ENDING JUNE 30, 2025 (CITY COUNCIL)

RECOMMENDED ACTION

18. CONSIDER APPROVAL OF AN AGREEMENT WITH RSG, INC. TO PROVIDE AFFORDABLE HOUSING COMPLIANCE MONITORING SERVICES (HOUSING AUTHORITY)

RECOMMENDED ACTION

— 1. AWARD and APPROVE the contract services agreement with RSG, Inc. for a five year term effective retroactive to July 1, 2025 to provide affordable housing compliance monitoring, reporting and related special projects services for a not-to-exceed contract sum of $349,625. 

— 2. AUTHORIZE the Authority Chair to execute the agreement, following approval as to form by the Authority Counsel.

19. CONSIDER APPROVAL OF AN AGREEMENT WITH RSG, INC. TO PROVIDE MOBILE HOME RENT REVIEW SERVICES (CITY COUNCIL)

RECOMMENDED ACTION

— 1. APPROVE Contract Agreement with RSG for a five year term effective retroactive to July 1, 2025 for a maximum not to exceed amount of $683,750.

— 2. AUTHORIZE the Mayor to execute the Agreement, following approval as to form by the City Attorney.

20. CONSIDER APPROVING AMENDMENT NO. 2 TO CONTRACT SERVICES AGREEMENT WITH CHOURA VENUE SERVICES, TO INCREASE THE CONTRACT SUM AND EXERCISE A ONE-YEAR EXTENSION TO THE TERM OF THE AGREEMENT

RECOMMENDED ACTION

— 1. APPROVE Amendment No. 2 to Contract No. 23-022 between the City of Carson and Choura Venue Services (Exhibit No. 3; “Amendment No. 2")

— 2. AUTHORIZE the Mayor to execute Amendment No. 2, following approval as to form by the City Attorney

21. CONSIDERATION TO ACCEPT A PROJECT FUNDED BY AMERICAN RESCUE PLAN ACT (ARPA) AS COMPLETE, PROJECT NO. 1763: CITYWIDE RUBBERIZED SLURRY SEAL PROGRAM (CITY COUNCIL)

RECOMMENDED ACTION

— 1. ACCEPT as complete, Project No. 1763: Citywide Rubberized Slurry Seal Program.

— 2. AUTHORIZE staff to file a Notice of Completion.

22. CONSIDER AWARDING A PURCHASE ORDER TO WINNER CHEVROLET INC, COLFAX CA, FOR THE PURCHASE OF EIGHT NEW 2025 CHEVROLET EQUINOX (ELECTRIC VEHICLES) MID-SIZE SUVS FOR MULTIPLE DEPARTMENT USE. (CITY COUNCIL)

RECOMMENDED ACTION

— 1. AWARD and APPROVE the Purchase Order with Winner Chevrolet Inc. for the purchase of eight (8) 2025 Chevrolet Equinox EV SUVs for $246,459.20.
