MEETING SCHEDULE

The regular meetings of the City Council shall be held on the second and fourth Tuesday of each month, Closed Session Business will commence as early as 5:00 PM, when scheduled, and General Business Session will commence at 7:00 PM.

BROWN ACT

Agendas are drafted to accurately state what the legislative body is being asked to consider.  The legislative body can take action on “all items” listed on the agenda and be in compliance with the open meeting laws. 

Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist.  The governing body may direct staff to investigate and/or schedule certain matters for consideration at a future meeting.

REORDERING OF AND ADDITIONS TO THE AGENDA

PUBLIC COMMENT

Three (3) Minute speaking time limit, speaking once, unless upon motion, such time is extended by the legislative body. Any person may request to address a legislative body during a public meeting. Speakers are limited to three (3) minutes, speaking once, on both on- and off- agenda items, unless, upon motion, such time is extended by the legislative body. Such statements shall only be allowed during the Public Comment portion of the agenda. If there are any public hearings scheduled, individuals will be given an additional opportunity to comment under said items. Speakers are not permitted to yield their time to another speaker. Public comment is limited to 30 minutes at each meeting, with the ability to extend if the legislative body so chooses by majority vote. To ensure that the public is able to participate, the City may provide a variety of ways in which the public can submit their comment: in person, virtually, email, phone call, mail and any other method which may become available. Methods of participation may be subject to change during other such times when a State of Emergency, Health Order or State Executive Order limits in-person participation.

2. Recognition of Outgoing Mayor Mendell L. Thompson

PUBLIC HEARINGS

Public hearings shall conform to the protocol established to conduct of public meetings, proceedings, and business in the City of Glendora. Following presentation of the staff report, the applicant/appellant will be allowed ten (10) minutes in which to make a presentation. Following the presentation of the applicant/appellant public testimony share be called, each speaker is limited to three (3) minutes, speaking once. The Presiding Officer may permit a five (5) minute rebuttal/summation by a representative of applicant/appellant. The public hearing will then be closed, and no member of the public shall be allowed to speak further unless, upon motion, and the public hearing is reopened by the governing body. Any person desiring to provide testimony during a Public Hearing item shall make his/her presence known to the Presiding officer. Speakers are entitled to submit written or other graphic evidence. All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record. PLEASE NOTE: If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

3. Conduct a Public Hearing to consider a Resolution amending the City of Glendora Master Fee Schedule for services relating to Sidewalk Vendors and Vending

8. Adopt a Resolution authorizing the Examination of Sales or Transaction and Use Taxes Records

Recommendations for City Council:

— 1. Adopt a Resolution entitled, “A Resolution of the City Council of the City of Glendora Authorizing Specified City Officials and Hinderliter, de Llamas & Associates to Examine Records Relating to the Transactions and Use Tax (TUT) Collected by California Department of Tax and Fee Administration;” and 2. Approve Amendment No. 2 to the agreement for Sales, Use and Transactions Tax Audit And Informational services with Hinderliter De Llamas and Associates in the amount $3,600 Annually and Twenty-Five Percent of audit and recovery transaction and use tax revenue.

9. Approve an Agreement with Sports Facilities Group INC. for the installation of new bleachers at the Crowther Teen and Family Center in the amount of $44,306.25

Recommendations for City Council:

— 1. Approve an agreement with Sports Facilities Group, INC. for the installation of new bleachers at the Crowther Teen and Family Center in the amount of $44,306.25; and 2. Authorize the City Manager or his designee to execute the agreement with Sports Facilities Group, INC. including minimal and/or non-substantive changes; and 3. Approve a supplemental appropriation in the amount of $50,000 in Capital Projects Fund 301.

10. Award the Contract for the 2025 Citywide Pavement Evaluation Update, Plan 1393, to Bucknam Infrastructure Group, Inc.

Recommendations for City Council:

— 1. Award the Contract for the Citywide Pavement Management Plan Update, Plan 1393, to Bucknam Infrastructure Group, Inc. in the amount of $174,879; 2. Authorize the Public Works Director to execute any necessary change order; 3. Approve a supplemental appropriation in Capital Projects Fund 301 in the amount of $43,000; and 4. Authorize the Mayor to execute the Agreement.

11. Authorize the purchase of a 2023 Ford F-450 with valve exerciser from National Auto Fleet Group

Recommendations for City Council:

— 1. Authorize the purchase of one (1) 2023 Ford F-450 with PV100-PT1000 valve exerciser body from National Auto Fleet Group based in Watsonville, CA for $267,451.10, including taxes and fees.

12. Approve Amendment No. 3 to the agreement for contractual services between George E. Booth Co., LLC and the City of Glendora dated September 8, 2020, for supervisory control and data acquisition (SCADA) system maintenance services for the Water Division, extending the term of the agreement for one year and increasing the contract sum to an amount not to exceed $397,759

Recommendations for City Council:

— 1. Approve Amendment No. 3 to the Agreement for Contractual Services with George E. Booth Co., LLC for supervisory control and data acquisition (SCADA) system maintenance services, extending the term of the agreement for an additional one-year period, and increasing the contract sum to an amount not to exceed $397,759; and 2. Authorize the City Manager or his designee to execute Amendment No. 3 with George E. Booth Co., Inc. including minimal and/or non-substantive changes.

13. Second Reading and Adoption of Ordinance No. 2093 Amending Chapters 10.76 (Street Vending) and 10.77 (Sidewalk Vending) of the Glendora Municipal Code Pertaining to the Regulation of Sidewalk Vendors

Recommendations for City Council:

— 1. Waive full reading, read by title only, and adopt on second reading an Ordinance 2093 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING TITLE 10 (VEHICLES AND TRAFFIC) OF THE GLENDORA MUNICIPAL CODE CHAPTERS 10.76 (STREET VENDING) AND 10.77 (SIDEWALK VENDING) TO UPDATE THE CITY OF GLENDORA’S REGULATORY PROGRAM APPLICABLE TO STREET AND SIDEWALK VENDORS.”

16. Award the Agreement for Contract Services with WaterWise Consulting for Water Conservation Professional Services through June 30, 2025, with an option to extend the term for a maximum of five additional one-year periods, in an amount not to exceed $275,000 per Fiscal Year

Recommendations for City Council:

— 1. Award an Agreement for Contract Services with WaterWise Consulting in an amount not to exceed $275,000 per fiscal year; 2. Authorized the Public Works Director to execute any necessary contingency in an amount not to exceed ten percent (10%) of the original contract amount; and 3. Authorize the City Manager to execute the agreement including extensions for up to a maximum of five one-year periods.
