REORDERING OF AND ADDITIONS TO THE AGENDA

PUBLIC COMMENT

The City of Glendora encourages community participation at its public meetings. Speakers are limited to three minutes, and time may not be shared or transferred. A total of 30 minutes is reserved for public comment, which may be extended by majority vote of the legislative body. At regular meetings, comments may address both agenda and non-agenda items during the Public Comment portion, with additional opportunities to speak provided during Public Hearings. At special meetings, public comment is limited to agenda items. Residents may participate in person or submit comments by email, phone, mail, or other available methods. Participation options may be adjusted if a State of Emergency, Health Order, or Executive Order limits in-person attendance. 2. Police Department Quarterly Update

PUBLIC HEARINGS

Public hearings shall conform to the protocol established to conduct of public meetings, proceedings, and business in the City of Glendora. Following presentation of the staff report, the applicant/appellant will be allowed ten (10) minutes in which to make a presentation. Following the presentation of the applicant/appellant public testimony share be called, each speaker is limited to three (3) minutes, speaking once. The Presiding Officer may permit a five (5) minute rebuttal/summation by a representative of applicant/appellant. The public hearing will then be closed, and no member of the public shall be allowed to speak further unless, upon motion, and the public hearing is reopened by the governing body. Any person desiring to provide testimony during a Public Hearing item shall make his/her presence known to the Presiding officer. Speakers are entitled to submit written or other graphic evidence. All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record. PLEASE NOTE: If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

3. Public Hearing to Consider Adoption of the Regional Urban Water Management Plan and City Water Shortage Contingency Plan

Recommended Action for the City Council: Open and conduct the Public Hearing, accept evidence and testimony presented, close the hearing and in the absence of evidence and testimony to the contrary, recommend to approve the following:

— 1. Determine that the proposed activity is not a “project” under the California Environmental Quality Act (CEQA), as defined by Public Resources Code Section 21065 and CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15378; and,

— 2. Adopt Part 1, 2, 3, and 4 of the Regional Urban Water Management Plan, including the City of Glendora (City) Water Shortage Contingency Plan.

CONSENT CALENDAR

Items on the Consent Calendar will be enacted by one motion without individual discussion. There will be no separate discussion of these items unless a member of the governing body requests specific item(s) be removed from the Consent Calendar for separate action. Items removed from the Consent Calendar will be considered after the Consent Calendar is approved. Anyone wishing to address a Consent Calendar item should do so during the Public Comment Period.

4. Affirm minutes from the City Council May 12, 2026 Regular Meeting

Recommended Action for the City Council, Successor Agency and Housing Authority:

— 1. Affirm minutes as presented.

5. City of Glendora and Glendora Successor Agency Investment Report for April 2026

Recommended Action for the City Council and Successor Agency:

— 1. Receive and file the Monthly Investment Activity Report for April 2026.

6. Consider Amendment No. 1 to the Agreement for Contract Services with Decor IQ, LLC for the Downtown Glendora Holiday Lighting Project Extending the Term of the Agreement for an Additional Three-Year Period in the amount not to exceed $64,973 Annually during the Three-Year Extension

Recommended Action for the City Council:

— 1. Approve Consider Amendment No. 1 to the Agreement for Contract Services with Decor IQ, LLC for the Downtown Glendora Holiday Lighting Project Extending the Term of the Agreement for an Additional Three-Year Period in the amount not to exceed $64,973 Annually during the Three-Year Extension; and

— 2. Authorized the City Manager or his designee to execute the Amendment.

7. Consider an Annual Purchase Order to All American Asphalt for Backfill Materials in an Amount Not to Exceed $90,000 for Fiscal Year 2026-27

Recommended Action for the City Council:

— 1. Authorize the issuance of an annual purchase order to All American Asphalt for the supply of backfill materials in an amount not to exceed $90,000 for Fiscal Year 2026-27; and

— 2. Authorize the City Manager, or his designee, to execute the purchase order and any related documents, including minimal and/or non-substantive changes.

8. Consideration of Resolutions Initiating the Tuesday, November 3, 2026 City of Glendora City Council General Municipal Election for Districts 1 and 4

Recommended Action for the City Council:

— 1. Adopt a City Council Resolution calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, November 3, 2026, and adopting regulations pertaining to candidate statements;

— 2. Adopt a City Council Resolution requesting the Los Angeles County Registrar-Recorder/County Clerk administer, manage, and oversee the City’s election and requesting consolidation with the Statewide General Election; and

— 3. Direct the City Clerk to forward certified copies of said resolutions to the County Board of Supervisors and Registrar-Recorder/County Clerk.

MEMBER AGENDA ITEMS

9. Discussion of Potential E-Bike Regulations and Amendments to Title 10 of the Glendora Municipal Code (Fredendall and Allawos)

Recommended Action for the City Council:

— 1. Receive and discuss potential amendments to Title 10 of the Glendora Municipal Code related to electric bicycles (“e-bikes”) and other motor-assisted mobility devices; and

— 2. Provide policy direction to staff regarding potential regulations, enforcement priorities, operational restrictions, educational/diversion programs, and related implementation considerations for inclusion in a future ordinance for City Council consideration.

10. Annual Comprehensive Financial Report for Fiscal Year ending June 30, 2025

Recommended Action for the City Council:

— 1. Receive and file the Annual Comprehensive Financial Report for Fiscal Year Ending June 30, 2025.

Recommended Action for the City Council:

— 1. Review and approve the updated 2026 Urban Forestry Manual; and
