CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION A closed session will be held, pursuant to Government Code §54956.9(d)(1), to confer with legal counsel regarding pending litigation to which the City is a party. The title of such litigation is as follows: Oscar Ojeda vs. City of Glendora, et. al, Los Angeles Superior Court Case Number 25STCP00661.

The City of Glendora encourages community participation at its public meetings. Speakers are limited to three minutes, and time may not be shared or transferred. 3. Workshop 1: Foundation and Funding Recap
PUBLIC HEARINGS
Public hearings shall conform to the protocol established to conduct of public meetings, proceedings, and business in the City of Glendora. Following presentation of the staff report, the applicant/appellant will be allowed ten (10) minutes in which to make a presentation. Following the presentation of the applicant/appellant public testimony share be called, each speaker is limited to three (3) minutes, speaking once. The Presiding Officer may permit a five (5) minute rebuttal/summation by a representative of applicant/appellant. The public hearing will then be closed, and no member of the public shall be allowed to speak further unless, upon motion, and the public hearing is reopened by the governing body. Any person desiring to provide testimony during a Public Hearing item shall make his/her presence known to the Presiding officer. Speakers are entitled to submit written or other graphic evidence. All such evidence presented shall be retained by the City Clerk as part of the Clerk’s record. PLEASE NOTE: If you challenge any of the proposed action(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.
4. Public Hearing to consider adopting resolutions approving the Engineer's Report and confirming a diagram and assessment for the City of Glendora Streetlight Maintenance District Number 1 for Fiscal Year 2026/27
Recommended Action for the City Council: Open and conduct the Public Hearing, accept the evidence and testimony presented, and in the absence of substantial testimony to the contrary, recommend that the City Council approve the following:
— 1. Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA APPROVING THE ENGINEER’S REPORT FILED WITH RESPECT TO THE FISCAL YEAR 2026-27 LEVY OF THE ASSESSMENT IN CONNECTION WITH CITY OF GLENDORA STREETLIGHT MAINTENANCE DISTRICT NO. 1”; and

Recommended Action for the City Council: Open and conduct the Public Hearing, accept the evidence and testimony presented, and in the absence of substantial testimony to the contrary, recommend that the City Council approve the following:
— 1. Adopt a Categorical Exemption pursuant to the California Environmental Quality Act (CEQA) for the project; and
— 2. 8. Update to Subscription License Agreement with Innovative Interfaces for Integrated Library System Technologies
Recommended Action for the City Council:
— 1. Approve the proposed amendment to the Subscription License Agreement between Innovative Interfaces, Inc. and the City of Glendora for the implementation of Vega Discover, Vega Interact, and Vega Mobile services; and
— 2. Authorize the City Manager, or designee, to execute the amendment and any related documents necessary to implement the services.
9. Consider an Agreement for Professional Library Services for Charter Oak Unified School District
Recommended Action for the City Council:
— 1. Review the proposed updates to the Professional Library Services Agreement; and
— 2. Authorize the City Manager to execute the Professional Library Services Agreement between City of Glendora and Charter Oak Unified School District, pending Charter Oak Board of Trustees' approval.
10. Consider an Agreement for Public Works Services with Best Contracting Services, Inc. for the Water Yard Warehouse Roof Repair Project in an amount not to exceed $63,211
Recommended Action for the City Council:
— 1. Award an Agreement for Public Works Services with Best Contracting Services, Inc. for the "Water Yard Warehouse Roof Repair" Project in the amount not to exceed $63,211;
— 2. Authorized a fifteen percent (15%) contingency in an amount $9,482; and
— 3. Authorized the City Manager or his designee to execute the Agreement including minimal and/or non-substantive changes.
11. Consideration of Amendment No. 2 to the Contract Services Agreement Between the City of Glendora and Craftwater Engineering, Inc. for Continued Design, Permitting, and Project Support Services for the Finkbiner Park Stormwater Capture Project
Recommended Action for the City Council:
— 1. Approve Amendment No. 2 to the Contract Services Agreement with Craftwater Engineering, Inc. for the Finkbiner Park Stormwater Capture Project, increasing the contract amount from $1,121,065 to $1,597,211, with a 10% contingency of $159,721, for a total not-to-exceed contract amount of $1,756,932, and extending the maximum term of the Agreement from four (4) years to seven (7) years;
— 2. Authorize the Public Works Director to approve additional services and execute any necessary change orders in an amount not-to-exceed ten percent (10%) of the Contract Sum, or $159,721; and
— 3. Authorize the City Manager or his designee to execute Amendment No. 2, including any minimal and/or non-substantive changes.
12. Consideration of a City Council Resolution Adopting Projects for the Road Maintenance and Rehabilitation Account for Fiscal Year 2026-27
Recommended Action for the City Council:
— 1. Adopt a City Council Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDORA ADOPTING PROJECTS FOR FISCAL YEAR 2026-27 FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.”

Recommended Action for the City Council:
— 1. Approve a First Amendment to the Amended and Restated Memorandum of Agreement for the Glendora People Movement Project between the City of Glendora and the San Gabriel Valley Council of Governments.
17. Introduction and First Reading of an Ordinance Amending Chapter 10.17 of the Glendora Municipal Code Regarding Skateboarding, Roller-Skating, Bicycling, Electric Bicycles, Electric Scooters and Other Motor Assisted Mobility Devices
Recommended Action for the City Council:
— 1. Find and determine that the proposed Ordinance is exempt from the California Environmental Quality Act (“CEQA”);
— 2. Waive full reading, read by title only, and introduce for first reading an ordinance entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDORA, CALIFORNIA, AMENDING CHAPTER 10.17 OF TITLE 10 OF THE GLENDORA MUNICIPAL CODE REGARDING SKATEBOARDING, ROLLER-SKATING, BICYCLING, ELECTRIC BICYCLES, ELECTRIC SCOOTERS, AND OTHER MOTOR-ASSISTED MOBILITY DEVICES IN CERTAIN DESIGNATED AREAS;"
— 3. Direct the preparation of a summary ordinance for publication; and

18. Approve Membership in Public Risk Innovation, Solutions, and Management (PRISM) and Authorize Execution of the PRISM Joint Powers Agreement and Related Program Memoranda of Understanding
Recommended Action for the City Council:
— 1. Adopt a Resolution approving membership in Public Risk Innovation, Solutions, and Management (PRISM);
— 2. Approve the PRISM Joint Powers Agreement;
— 3. Approve the PRISM General Liability Program 2 Memorandum of Understanding;
— 4. Approve the PRISM Excess Workers’ Compensation Program Memorandum of Understanding; and
