Any person who wishes to address the City Council regarding any item listed on this agenda or any other matter that is within its subject matter jurisdiction is invited, but not required, to fill out a Public Meeting Speaker Card and submit it to the City Clerk prior to the oral communications portion of the meeting. The purpose of the card is to ensure that the speaker’s name is correctly recorded in the meeting minutes and, where appropriate, to provide contact information for staff follow-up.

2. Motion to read by title only and waive further reading of all ordinances listed on the Agenda

— Recommendation: that the City Council that the City Council read by title only and waive further reading of all ordinances listed on the agenda.

3. Accounts Payable Register

— Recommendation: that the City Council adopts Resolution No. CC-2606-031 authorizing the payment of certain claims and demands in the amount of $1,062,579.71.

4. Minutes of the Lawndale City Council Regular Meeting, June 1, 2026

— Recommendation: that the City Council approve the minutes.

5. Resolution to Approve and Adopt Citywide Salary and Pay Schedule for Fiscal Year 2026-27

— Recommendation: that the City Council approve Resolution No. CC-2606-032 adopting the City of Lawndale’s City-wide Salary/Pay Schedule for Fiscal Year 2026-27.

6. Amendment to City’s Conflict of Interest Code

— Recommendation: that the City Council adopt Resolution No. CC-2606-033 amending the City’s conflict of interest code and rescinding Resolution No. CC-2408-092.

7. Consideration of Claim for Damage

— Recommendation: that the City Council reject the claim filed by Lilian Rivera and instruct staff to process the appropriate correspondence to the claimant.

8. Approval of FY 2026-2028 Class Instructor Agreements

— Recommendation: that the City Council approve contract service agreements with the Chapala Dance Academy ($60,000), Duncan's Soo Bahk Do ($22,000), Elysian Arts and Events ($18,000), and Just Dance Company ($35,000), for a total amount not-to-exceed $135,000.

9. Second Amendment to Agreement with Just Dance Company, LLC

— Recommendation: that the City Council approve the Second Amendment to the Contract Services Agreement with Just Dance Company, LLC, for Gymnastics Classes increasing the not to exceed amount from $27,500 to $31,000 for Fiscal Year 2025-26.

G. ADMINISTRATION

10. City Council Meeting Schedule for Independence Day and Labor Day Holidays

— Recommendation: that the City Council: 1) Cancel the regularly scheduled City Council meetings on July 6, 2026, and September 7, 2026, due to City-observed holidays; or 2) Cancel the regularly scheduled City Council meetings on July 6, 2026, and September 7, 2026, and reschedule some, or all, of the meetings to the following day (Tuesday); or 3) Provide the Interim City Manager and staff with alternative direction.

11. Authorize Agreement with SMART Compliance, LLC for SB 1383 Compliance Management Software and Support Services

— Recommendation: that the City Council 1.) Approve a Professional Services Agreement with SMART Compliance, LLC, in an amount not to exceed $100,000, for the implementation, licensing, support, and maintenance of the SMART1383 compliance tracking and record keeping software platform for a five-year term; and 2.) Approve a budget amendment for $100,000 from Fund 276 (AB 939 Funds) to account number 276-310-530.100 Contract Services to fund the purchase, implementation, and ongoing support services associated with the SMART1383 compliance software.

12. First Amendment to Contract Services Agreement with Southwest Patrol for Fiscal Year 2026 Through 2028

— Recommendation: that the City Council approve the first amendment to the contract service agreement with Southwest Patrol in a form approved by the City Attorney's Office to continue to provide security services for the City of Lawndale.

13. Approval of Contract Services Agreement with Michael Baker International, Inc. for CDBG Program Administration and Labor Compliance Services (FY 2026-2027)

— Recommendation: that the City Council approve the contract services agreement with Michael Baker International, Inc. for the Community Development Block Grant Program Administration and Labor Compliance Services for FY 2026-2027.
