Any person who wishes to address the City Council regarding any item listed on this agenda or any other matter that is within its subject matter jurisdiction is invited, but not required, to fill out a Public Meeting Speaker Card and submit it to the City Clerk prior to the oral communications portion of the meeting. The purpose of the card is to ensure that the speaker’s name is correctly recorded in the meeting minutes and, where appropriate, to provide contact information for staff follow-up.

How to observe the Meeting:

Due to the relocation of the City Council meeting, members of the public can attend in person to observe the meeting live. — Recommendation: Staff recommends that City Council adopts Resolution No. 2606-024 authorizing the payment of certain claims and demands in the amount of $356,060.47.

— Recommendation: that the City Council approve a one-year amendment with Q-Press for the publication of the Lawndalian Newsletter and Recreation Guide for Fiscal Year 2026-2027, including 2 issues, with all pricing to remain the same.

— Recommendation: that the Cable Usage Corporation approve the minutes.

11. Minutes of the Housing Authority Regular Meeting - May 18, 2026

— Recommendation: that the Housing Authority approve the minutes.

G. ADMINISTRATION

CITY COUNCIL/ SUCCESSOR AGENCY/ HOUSING AUTHORITY/ CABLE USAGE AUTHORIZATION

12. Annual Budget Fiscal Year 2026-27

— Recommendation: that the City Council adopt Resolution No. CC-2606-029, adopting the fiscal year 2026-2027 operating and capital improvement budget, which includes the City of Lawndale, Lawndale Housing Authority, Successor Agency to the Lawndale Redevelopment Agency and Lawndale Cable Usage Corporation.

CITY COUNCIL

13. Adoption of Resolutions Setting forth the November 3, 2026, General Municipal Election

— Recommendation: that the City Council adopt 1.) Resolution No. CC-2606-025 calling for the November 3, 2026, General Municipal Election, and designating the Assistant City Clerk as the Election Official; 2.) Resolution No. CC-2606-026 requesting the Board of Supervisors of the County of Los Angeles to consolidate with the Statewide General Election; and 3.) Resolution No. CC-2606-027 adopting candidate statement regulations.

14. Adoption of Fiscal Year 2025-26 Appropriations Limit

— Recommendation: that the City Council adopt Resolution CC-2606-30 approving the Appropriations Limit for Fiscal Year 2026-27.

15. Annual Investment Policy Resolution Number CC-2606-028

— Recommendation: that the City Council adopt Resolution CC-2606-028, reaffirming City Council Policy Number 80-04 pertaining to the City’s Investment Policy, without revisions, changes, or edits.

16. Award of Contracts for Construction and Construction Inspection Services for the FY 2024-25 Street Rehabilitation & FY 2025-26 Sidewalk Replacement Project

— Recommendation: that the City Council 1.) Award the construction contract to Onyx Paving Company, Inc., in the amount of $1,456,000 for the Project; and 2.) Award Construction Inspection Services to LAE Associates, Inc. in the amount of $109,900.00 for the Project; and 3.) Approve the construction Contingency of $291,200 for the Project; and 4.) Authorize the City Manager to file a Notice of Project Completion with the Los Angeles County following the completion of the project.

17. First Amendment to Contract Services Agreement with Southwest Patrol for Fiscal Year 2026 Through 2028

— Recommendation: that the City Council approve the first amendment to the contract service agreement with Southwest Patrol in a form approved by the City Attorney's Office to continue to provide security services for the City of Lawndale.
