4. Public Hearing Items
4.A. Public Hearing to Consider Municipal Code Amendments Establishing Regulations for Short-Term Rentals and Permitting Short-Term Rental Uses Within Residential and Planned Community Zones
Staff recommends the Planning Commission recommend that the City Council take the following actions:
— 1. DETERMINE that the proposed code amendment does not qualify as a project under the California Environmental Quality Act; and
— 2. ADOPT Council Bill O-2026-09: An Ordinance of the City Council of the City of Loma Linda Amending Title 5 (Business Taxes, Licenses and Regulations) of the Loma Linda Municipal Code to Add Chapter 5.26 (Short-Term Rentals) Establishing Regulations Governing Short-Term Rental Uses Within the City; and
— 3. ADOPT Council Bill No. O-2026-10: An Ordinance of the City Council of the City of Loma Linda Amending Chapter 17.32 (Residential Zones), Section 17.32.020 (Land Use Regulations and Allowable Uses), Including Table 2-1 (Allowed Uses and Permit Requirements for Residential Zones), of the Loma Linda Municipal Code to Establish Short-Term Rental Units as a Permitted Use Within Residential Zones; and
— 4. ADOPT Council Bill No. O-2026-11: An Ordinance of the City Council of the City of Loma Linda Amending Chapter 17.44 (Special Purpose Zones and Specific Plans), Section 17.44.020 (Land Use Regulations and Allowable Uses), Including Table 2-7 (Allowed Uses and Permit Requirements for Special Purpose Zones), of the Loma Linda Municipal Code to Establish Short-Term Rental Units as a Permitted Use Within the Planned Community Zone.
4.B. Public Hearing to Consider Municipal Code Amendments Establishing Regulations for City Communication Signs
Staff recommends the Planning Commission recommend that the City Council take the following actions:
— 1. DETERMINE that the proposed code amendment does not qualify as a project under the California Environmental Quality Act (CEQA); and
— 2. ADOPT Council Bill O-2026-08: An Ordinance of the City Council of the City of Loma Linda, California, amending Chapter 17.18 (Signs), including Sections 17.18.070 (Prohibited Signs) and 17.18.190 (Definitions), and adding Section 17.18.200 (City Communication Signs), to establish regulations and permit requirements for City Communication Signs on City-owned or controlled property.
