5.E. Authorization of Opioid Settlement Agreements with Purdue/Sackler and Approval and Execution of Future Opioid Settlement Agreements
— RECOMMENDED ACTION: Adopt Resolution No. 2025-(Next-in-Order), Authorizing the City Manager to Enter into the Settlement Agreements with the Purdue/Sackler Settlement, Agreeing to the Terms of the California State-Subdivision Agreement, and Authorizing the City Manager to Approve and Execute Future Proposed Opioid Settlement Agreements.
5.F. Rancho Mirage Energy Authority (RMEA) 2024 Power Source Disclosure Attestation
— RECOMMENDED ACTION: Approve providing attestation for Rancho Mirage Energy Authority's 2024 Power Source Disclosure (PSD) Annual Report as specified under California’s PSD Program.
5.G. Authorization for the City Manager to Procure Six (6) Level III DC Fast Charging Units
— RECOMMENDED ACTION: Authorize the City Manager, or designee, to procure six (6) Level III DC Fast Charging Units at a not-to-exceed cost of $50,000 per unit, and to take all necessary actions to secure Southern California Edison (SCE) Charge Ready funding, implement required utility upgrades, and complete installation at City facilities.
5.H. Amended Recognized Obligations Payment Schedule (ROPS) for Fiscal Year 2025-2026
— RECOMMENDED ACTION: Adopt Resolution No. 2025-SA-(Next-in-Order), Approving and Adopting an Amended Recognized Obligation Payment Schedule for January 1, 2026, through June 30, 2026, Pursuant to Assembly Bills 26x1 and 1484.
5.I. Updated Calendar Year 2025 Salary Schedule
— RECOMMENDED ACTION: Adopt Resolution No. 2025-(Next-in-Order), Approving the Updated Calendar Year 2025 Salary Schedule to Comply with California Public Employee’s Retirement System (CalPERS) Statutory and Regulatory Requirements for Compensation Earnable and Publicly Available Pay Schedules.

— RECOMMENDED ACTION: Adopt Resolution No. 2025-(Next-in-Order), Declaring the City’s Intention to Annex Territory to Community Facilities District No. 1 and to Levy a Special Tax therein for Additional Police and Fire Services, Preliminarily Approve a Map of the Area Proposed to be Annexed, and Schedule a Public Hearing to Consider the Annexation and the Levy of the Special Tax for Annexation No. 199.
7.B. Annexation No. 200 to Community Facilities District No. 1 (in Connection with Tentative Tract Map No. 38990, Owner: EC Rancho Mirage Holding GP Corp.). Location: Cotino Project - Section 31, Approximately 650 Feet South from the Intersection of Monterey Avenue and Gerald Ford Drive, on the West Side of Monterey Avenue
