Council Member Weill spoke of what makes Rancho Mirage such a remarkable city and emphasized the importance of safety and community care ahead of the holiday season.Council

Council Member Downs announced the upcoming Home for the Holidays program provided by the Rancho Mirage Community Cultural Commission. 

Mayor Pro Tem O'Keefe provided statistics regarding homelessness and urged everyone to remember those in need during the holiday season.

Mayor Mallotto spoke regarding a regional analysis being conducted by SunLine Transit Agency.

6.B. IID (Imperial Irrigation District) Substation Funding and Reservation of Capacity Agreement

— RECOMMENDED ACTION: 1) Approve the Funding and Reservation of Capacity Agreement for Cook Street Substation, and authorize the City Manager or designee to execute the Agreement, subject to revisions approved by all other parties and approved by the City Manager in consultation with the City Attorney; and, 2) Authorize the City Manager to negotiate and execute an Amendment to the Agreement, reserving up to an additional 5,000kVA of capacity for the City on terms substantially the same as the Agreement, which is approximately 8% additional capacity at $3.2 million.

MOVED/SECONDED BY DOWNS/WEILL TO: 1) APPROVE THE FUNDING AND RESERVATION OF CAPACITY AGREEMENT FOR COOK STREET SUBSTATION, AND AUTHORIZE THE CITY MANAGER OR DESIGNEE TO EXECUTE THE AGREEMENT, SUBJECT TO REVISIONS APPROVED BY ALL OTHER PARTIES AND APPROVED BY THE CITY MANAGER IN CONSULTATION WITH THE CITY ATTORNEY; AND 2) AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AMENDMENT TO THE AGREEMENT, RESERVING UP TO AN ADDITIONAL 5,000KVA OF CAPACITY FOR THE CITY ON TERMS SUBSTANTIALLY THE SAME AS THE AGREEMENT, WHICH IS APPROXIMATELY 8% ADDITIONAL CAPACITY AT $3.2 MILLION. 6.C. Shop Local Rancho Mirage Gift Card Program Proposed Holiday Bonus Campaign

— RECOMMENDED ACTION: Approve the implementation of the Shop Local Rancho Mirage Gift Card Holiday Bonus Program (running from Friday, December 5, 2025, through Tuesday, February 17, 2026), with the program utilizing a $50,000 bonus fund to offer a 50% matching incentive on gift card purchases.

Colin Kirkpatrick, City Attorney, announced that the City Council would recess to Closed Session to confer with legal counsel regarding two existing litigation items, pursuant to Government Code Section 54956.9(d)(1); the first being case name Ricky Martinez v. City of Rancho Mirage with Case No.: CVPS2503449, and the second having an unspecified case name since disclosure may jeopardize existing settlement negotiations.
