Mayor Mallotto called the meeting to order at 1:00 P.M.

Mayor Mallotto led the flag salute.

All City Council Members were present.

2. PRESENTATIONS

2.A. Recognition of 2026 Senior Inspiration Award Nominees

Mayor Mallotto recognized the 2026 Senior Inspiration Award Nominees Suzanne Campbell, Fair Fuschetti, Helen Kendall, and Marcia Stein. She also recognized the 2026 Senior Inspiration Award Honoree, William Sachs. She congratulated them all, thanked them for their service, and presented them with Certificates of Recognition. Mayor Mallotto noted that nominees not in attendance included Paul Bruner and Rena Towne.

3. COUNCIL MEMBER COMMENTS/REPORTS

Council Member Fromberg Edelstein announced the upcoming Jimmy Van Heusen - Swingin' with Frank & Bing show at the Rancho Mirage Amphitheater.

Council Member Downs spoke regarding the Coachella Valley Mountains Conservancy (CVMC) and Friends of the Desert Mountains returning 656 acres of land to the Agua Caliente Band of Cahuilla Indians. He also clarified his stance on 2024 Measure AA (Desert Healthcare District, Lease Purchase Agreement Measure) and shared a related video clip.

Council Member Weill congratulated Marty Massiello, Eisenhower Health President/CEO, on receiving the Richard M. Milanovich Community Leadership Award.

Mayor Pro Tem O'Keefe provided a recap of the Rancho Mirage Rescue Rally Pet Adoption & Wellness Fair. He announced the grand opening of the Rancho Mirage Animal Emergency clinic and an upcoming free spay and neuter mobile clinic by the Riverside County Department of Animal Services. He also reminded residents of the City's Pet Adoption Incentive Program.

Mayor Mallotto noted the success of the recent Rancho Mirage Night with the Coachella Valley Firebirds and showed related photos.

4. CITY MANAGER COMMENTS/REPORTS

5. CONSENT CALENDAR (A-D)

Isaiah Hagerman, City Manager, presented the Consent Calendar items.

— RECOMMENDED ACTION: Approve the March 5, 2026, Regular City Council Meeting Minutes as presented.

5.B. 2025 Board and Commission Annual Reports

— RECOMMENDED ACTION: Receive and File the 2025 Board and Commission Annual Reports as presented.

5.C. Contracts

— RECOMMENDED ACTION: Approve the terms of the contracts as presented and authorize the City Manager to execute the subject contracts.

5.D. Demands

— RECOMMENDED ACTION: Approve the demands as presented.

6. ACTION CALENDAR

6.A. Fiscal Year 2025-2026 Mid-Year Budget Adjustments

— RECOMMENDED ACTION: Adopt Resolution No. 2026-(Next-in-Order), Approving and Adopting the Fiscal Year 2025-2026 Mid-Year Budget Adjustments.

Joseph Carpenter, Assistant Director of Administrative Services, presented the staff report.

A discussion ensued.

MOVED/SECONDED BY FROMBERG EDELSTEIN/WEILL TO ADOPT RESOLUTION NO. 2026-14, APPROVING AND ADOPTING THE FISCAL YEAR 2025-2026 MID-YEAR BUDGET ADJUSTMENTS. MOTION CARRIED 5/0.

6.B. Campaign Contribution Limit for City Council Candidates

— RECOMMENDED ACTION: Adopt Resolution No. 2026-(Next-in-Order), Establishing a Campaign Contribution Limit for City Council Candidates.

Kristie Ramos, City Clerk, presented the staff report.

MOVED/SECONDED BY DOWNS/FROMBERG EDELSTEIN TO ADOPT RESOLUTION NO. 2026-15, ESTABLISHING A CAMPAIGN CONTRIBUTION LIMIT FOR CITY COUNCIL CANDIDATES. MOTION CARRIED 5/0.

Colin Kirkpatrick, City Attorney, announced that the City Council would recess to Closed Session to confer with legal counsel regarding one potential initiation of litigation item, pursuant to Government Code Section 54956.9(d)(4).

Mayor Mallotto recessed the meeting to Closed Session at 1:46 P.M.

8.C. Reconvene Open Session

Mayor Mallotto reconvened the meeting at 2:41 P.M., with all City Council Members present. 

8.D. Closed Session Announcements

Colin Kirkpatrick, City Attorney, announced that no reportable action was taken during Closed Session.
