Mayor Flippo called the meeting to order at 6:00 p.m.

Councilmember Morrison gave the invocation in absence of Pastor Joe Rangel
1.D. Audience Participation--Anyone wishing to speak during the discussion of an item listed on the agenda must complete an audience participation form. These forms are located by the Police Chief. After completing the form, give it to the City Secretary. She will give it to the Mayor. The Mayor will call on you when that item is discussed. You will have three (3) minutes to make your comment.
2. Consent Agenda
Motion was made by Councilmember Junkersfeld and seconded by Councilmember Lawson to approve 2A, 2B, 2C, 2D, and 2E of the Consent Agenda. Motion passed. 6-0-0-1 (Absent: Mayor Pro-tem Felegy)
2.A. Action regarding Minutes February 17, 2026, meeting--Vicky Vega, City Secretary
Council approved the minutes from the February 17, 2026, meeting.
2.B. Action regarding the Purchase of Police Patrol Units- Russell Ragsdale, Police Chief
Council authorized for the Police Department to purchase three patrol vehicles. The cost for three Police Tahoe units is $161,010, The vehicles will be purchased through the Crime Control and Prevention District (CCPD) fund. The funds were approved during the 2025-26 budgeting process.

2.C. Action regarding Memo of Understanding for the Library Courier serving the MetroShare Community of Libraries--Ellen Ritchie, Library Director
Council approved the Memo of Understanding for the Library Courier serving the MetroShare Community of Libraries.

2.D. Action regarding Ordinance No. 2026-04, amending Saginaw City Ordinance Sec 82-1, Solid Waste Franchise Agreement--Lee Howell, Assistant City Manager
Council approved Ordinance No. 2026-04, that amends and removes the reference to a specific solid waste provider by company name, and amends the language by reference to the "current franchised solid waste collector".

2.E. Action regarding Ordinance No. 2026-05, amending the Master Fee Schedule by amending the Water and Sewer Tap Fees--Debra Thomas, Permit & Customer Service Supervisor
Council approved Ordinance No. 2026-05, this Ordinance amends the Master Fee Schedule by amending the Water and Sewer Tap fees.
The following Water Tap Access Fee amended:
3/4" water tap, meter (electronically read) -- $75.00 + METER COST
1" water tap, meter (electronically read)-- $100.00 + METER COST
All water taps larger than 1" -- Cost +15%100.00 PER INCH (CONTRACTOR PROVIDES METER) (METER COSTS WILL BE UPDATED ANNUALLY).
The following Sewer Tap Fee amended:
All sewer taps larger than 6" -- $50.00 PER INCH

3. Proclamations-Presentations
3.A. Recognitions/Presentations--Gabe Reaume, City Manager
No recognition's or presentation's.
3.B. Discussion regarding recordings of boards and committees and making the recordings available for public view--Nick Lawson, Councilmember Place 2
Council discussed that all boards and commissions should be recorded and made available for public view.
Motion was made by Councilmember Lawson and seconded by Councilmember St. Clair to make all boards/commissions recordings for public view. Motion passed unanimously. 7-0-0-0
4. Business
4.A. Consideration and Action regarding Ordinance No. 2026-06 amending Saginaw City Ordinance Sec 94-62. Parking Of Certain Vehicles Prohibited On Certain Streets -- Doug Spears, Fire Chief
Council discussed the item and voted to table the matter in order to refer the proposed ordinance to the Traffic Safety Advisory Board for consideration and recommendation.
Motion was made by Mayor-Pro-tem Felegy and seconded Councilmember Lawson to table item. Motion passed unanimously. 7-0-0-0.
5. Executive Session

5.A. 551.071. Texas Government Code. Consultation with Attorney. The City Council may convene in executive session to conduct a private consultation with its attorney on any legally posted agenda item, when the City Council seeks the advice of its attorney about pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the provisions of Chapter 551, including the following items:
