1. Call To Order

1.A. Call To Order -- Todd Flippo, Mayor

Mayor Todd Flippo called the meeting to order at 5:30 p.m.

1.B. Pledges--Pledge of Allegiance to the United States; Pledge of Allegiance to the State of Texas--"Honor the Texas Flag; I pledge allegiance to thee, Texas, one State under God, one and indivisible

1.C. Invocation

Mayor Flippo gave the invocation.

1.D. Audience Participation--Anyone wishing to speak during the discussion of an item listed on the agenda must complete an audience participation form. These forms are located by the Police Chief. After completing the form, give it to the City Secretary. She will give it to the Mayor. The Mayor will call on you when that item is discussed. You will have three (3) minutes to make your comment.

2. Business

2.A. Consideration and Possible Approval of an Order Canvassing the Returns and Declaring the Results of a Bond Election --Vicky Vega, City Secretary

City Secretary Vega stated that Ordinance No. 2026-09 canvasses returns and declares the results of a bond election held on May 2, 2026, all passed. Ms. Vega emphasized that 1,541 of 16,322 registered voters voted, which is 9.44% rate of participation.

The results are as follows:

City Secretary Vega emphasized that: 

  • Proposition A is a tax increase, the issuance of bonds in the amount of $38 million for street improvements with the priority given to McLeroy Boulevard and Industrial Avenue.
  • Proposition B is a tax increase, the issuance of bonds in the amount of $6 million for park, recreation, and open space improvements. 
  • Proposition C is a tax increase, the issuance of bonds in the amount of $15 million for an animal control facility. 

Motion was made by Councilmember Lawson and seconded by Councilmember Junkersfeld to approve Ordinance No. 2026-09 as presented. Motion passed unanimously. 6-0-0-1 (Mayor Pro-tem Felegy Absent)

2.B. Consideration and Action Regarding Resolution No. 2026-07, Canvassing Returns and Declaring the Results of an General Election held on May 2, 2026, for the Purpose of Electing Councilmember Place 4 and Councilmember Place 6--Vicky Vega, City Secretary

City Secretary Vega stated that Resolution No. 2026-07 canvasses returns and declares the results of a General Election held on May 2, 2026 and re-elects to office Councilmember Place 4 Brack St. Clair and Councilmember Place 6 Mary Copeland.  The official results are as follows:

Councilmember Place 4

  • Brack St. Clair - 722 (53.76%)
  • Brian Thompson - 621 (46.24%)

Councilmember Place 6

  • Benjamin Guttery - 536 (38.23%)
  • Mary Copeland - 866 (61.77%)

 

Motion was made by Councilmember Junkersfeld and seconded by Councilmember Morrison to approve Resolution No. 2026-07 as presented. Motion passed unanimously. 6-0-0-1 (Mayor Pro-tem Felegy Absent)

2.C. Oath of Office for Councilmember Place 4 and Councilmember Place 6--Vicky Vega, City Secretary

City Secretary Vega administered the Oath of Office to Brack St. Clair, Councilmember Place 4 and Mary Copeland, Councilmember Place 6.

 

 

3. Adjournment

3.A. Adjournment -- Todd Flippo, Mayor

Motion was made by Councilmember Junkersfeld and seconded by Councilmember St. Clair to adjourn the meeting. Motion passed unanimously. 6-0-0-1 (Mayor Pro-tem Felegy Absent)

Mayor Flippo adjourned the meeting at 5:38 p.m.
