The City Manager presented the report, stating staff recommended approval of the project as recommended. He noted that assessment ballots to annex into the Landscape Maintenance District were mailed and received.
The City Clerk opened the two ballots received, one for each Annexation. For Annexation 78, she noted the ballot vote was in favor of annexing into Landscape Maintenance District No. 1; and for Annexation 79, she noted the ballot vote was in favor of annexing into Landscape Maintenance District No. 1.

2.B. Community Garden Operations and Needs Analysis Report [Amy Jones]- 7:15 PM
Amy Jones introduced her garden expert, Jane, and presented a PowerPoint presentation included with the agenda packet. The presentation exhibited photos of the garden, its gardeners, volunteers, activities, and support provided by the City. She explained that she reopened the community garden approximately six and a half years ago. After gaining an understanding of the community's needs, she modified the format from individual plots to a shared community space where she developed various garden sections. She discussed a few of its benefits such as food production, flower gardens, and community building. She displayed an aerial photo comparing the garden's appearance at its reopening to its current state highlighting its progress. She discussed the various programs and activities, the partnerships with community-based organizations, and the volunteer support. She also discussed the challenges including thefts, operation expenses, and labor demands. She suggested community event ideas and extended an invitation to the Council.
A discussion followed regarding the garden's budget and expenses. Finance Director Fabela commended Amy for the incredible work she and her team have accomplished. In response to budget questions, she explained the City’s fiscal year budget process, adding that donations, expenses, supplies, equipment, City labor hours, and water and electrical costs should be tracked and reported to the City for audit purposes. She explained that all those costs are factored into the garden's overall budget. Ms. Jones agreed to work with the City.
Councilmembers appreciated the efforts and hard work of Amy and her team in the growth of the garden. It was noted that the City is also facing budget challenges. The Mayor thanked Amy and Jane for their comprehensive presentation.

6.A. Reports of Council Members- 8:03 PM
Mayor Dupper noted a complaint he received from a resident who was disputing some very high-intensity lighting from his neighbors that shines into his property.
Mayor Pro Tempore Dailey commended the City for the repaving on Redlands Boulevard, noting that the streets in the City are in better condition than some neighboring cities. He inquired about the building located at the northwest corner of Richardson and Redlands Blvd. Community Development Director Matarrita explained that the property owner is gradually completing construction.
Councilmember Spencer-Hwang was asked by residents if overgrown vegetation on the south side of the wash can be maintained. City Manager Thaiperj stated that the City will maintain it if it is in the city's right-of-way.
6.B. Reports Of Officers- 8:09 PM
City Manager Thaipejr noted that he would be on vacation from November 15 to December 2 and that Chief Harker would be the Acting City Manager. He announced the Christmas Tree Lighting is December 2; the Lopers Holiday Classic is Dec. 8 and the Fire Department's Parade of Lights will be on three dates in December.
