1. Call to Order

1.A. Call to Order - City Council [CC], Housing Authority Board [HA], and Successor Agency [SA]

The meeting was called to order at 5:30pm and immediately recessed into Closed Session.

1.B. Roll Call

All City Council members present.

Staff present: T. 1.C. Closed Session - 5:30pm - Conference with Legal Counsel regarding Potential Litigation (Government Code 54956.9(d)(2)) - One Potential Case

The City Council meeting reconvened at 7:02 pm. City Attorney Robbins announced that the City Council met in closed session in regard to the item as noted on the Agenda. She stated that direction was provided to staff and no action taken.

1.D. Invocation and Pledge of Allegiance - Mayor pro tempore Dailey

The Invocation and Pledge of Allegiance were led by Mayor pro tempore Dailey.

1.E. Items to be Added or Deleted

The City Manager requested the removal of Consent Calendar Item 3C, noting that no report is available due to the implementation of new software and ongoing issues with configuring the monthly reports.

1.F. Oral Reports/Public Participation - Non-Agenda Items (Each Speaker limited to 3 minutes. Pursuant to the Brown Act, no action or discussion can be taken by City Council, Housing Authority or Successor Agency)

Alice Lim, resident on Goldcrest Street, expressed concern of a building being constructed behind their neighbor's property that appears to be two story and disrupts the look of the neighborhood.  They provided photos to the City Council.  The Mayor advised Ms. Lim to speak to the City Manager regarding this matter.  

Chris jueden-pytel, 25624 State Street, stated that after consulting with his attorney about the safety concerns of the tree in front of his property, he was asked to request that the City conduct a survey to determine if the tree is a city tree.       

2. Public Hearing Items

2.A. Adopt Council Bill #R-2026-06 - A Resolution Establishing Liens and Assessments on Properties Identified Pertaining to the Fall 2025 Weed Abatement Program (Fire) [CC]

Tom Ingalls, Fire Marshall, introduced Robert "Robbie" Jansen as the new Fire Inspector.  He explained that Fire Inspector Jansen conducted the Fall weed abatement inspections of 300 parcels; notices were issued to property owners who required removal of identified hazardous conditions on their properties; performed follow-up inspections and coordinated with the City’s contractor to abate properties that failed to achieve compliance. The City then billed the respective property owners for the cost of abatement with a deadline to pay before the City Council meeting. The properties with outstanding balances are identified on the Invoice attachment for City Council to establish liens and assessments in order to recover the costs. He requested that Line #4 (APN 0292-111-32) of the Invoice attachment be removed from the list as the property owner worked with the City to pay their outstanding balance.

Fire Marshall responded to questions regarding palm tree maintenance and explained program inspections include all hazardous and flammable materials on the property.  

The public hearing was opened and closed with no public participation.

to Accept for the Fall 2025 Weed Abatement Program Report; Approve the Accounting of the Cost and Adopt Council Bill #R-2026-06, waive the reading of the resolution in its entirety and read by title only, RESOLUTION NO. 3289 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, ADOPTING A REPORT AND STATEMENT OF EXPENSES FOR THE FALL 2025 WEED ABATEMENT PROGRAM AND IMPOSING A LIEN UPON PROPERTY FOR PAYMENT THEREFOR

3. Consent Calendar

Motion by Ovidiu Popescu, seconded Rhodes Rigsby, passing by a vote of 5-0-0-0-0,

to Approve the Consent Calendar Items as submitted with the exception of Item 3C that was removed from the agenda.

3.A. Approve the Demands Registers of March 20, 2026 (Finance) [CC/HA/SA]

Approved by City Council the main Demands Register dated March 10, 2026, with commercial demands totaling $1,230,278.07, and Payroll dated February 26, 2026, totaling $418,798.87; and

Approved by the Housing Authority Board the Demands Register dated March 10 2026, with commercial demands totaling $9,765.16; and 

Approved by the Successor Agency the Demands Register dated March 10, 2026, with commercial demands totaling $285.00.

3.B. Accept the Treasurer's Report - February 2026 (Finance) [CC]

Accepted the February 2026 Treasurer's Report for filing.

3.C. Accept the Fire Department's Activity Reports - January and February 2026 (Fire) [CC]

Removed from the Consent Calendar; no action.

3.D. Approve and Authorize Purchase of Six (6) Security Cameras for the Groves Central Park from Security Lines US for an amount not to exceed of $31,524.55 (Public Works) [CC]

Approved the purchase of six (6) security cameras from Security Lines US as recommended in the staff report.

3.E. Award Contract to Voltaire Engineering Inc. for Storm Drain Improvements on Citrus Avenue in in the amount of $231,588.00 (Public Works) [CC]

Awarded contract to Voltaire Engineering, Inc. As recommended in the staff report.

3.F. Adopt Council Bill #R-2026-10 - a Resolution Approving Expenditure Plan for Revenues Derived from Continuation of Measure I (Public Works) [CC]

Adopted, as recommended, Council Bill #R-2026-10:

Adopt Council Bill #R-2026-13 - A Resolution Establishing a Back Flow Cross-Connection Specialist Job Description, Revising the Assistant Public Works Director City Engineer Job Description, Authorizing Contract Engineering Services and Approving a Supplemental Appropriation of $28,600 from Water Enterprise Fund to fund the Back Flow and Cross-Connection Control Specialist for the remainder of fiscal year (Administration) [CC]

RESOLUTION NO. 3291

3.H. Approve a Supplemental Appropriation in the Amount of $200,000 from the General Fund for Traffic Safety Infrastructure, Parks Repairs and Maintenance, and Facilities Repairs and Maintenance (Public Works) [CC]

Approved the supplemental appropriation of $200,000 from General Fund reserves as recommended in the staff report.

3.I. Approve Notice of Completion for the Installation of Sidewalk, Driveway, and Curb & Gutter at Various Locations for $170,036.74 (CIP 25-129) - Contractor: CT&T Concrete Paving, Inc. (Public Works) [CC]

Accepted the project as complete and authorize recordation of Notice of Completion documents as recommended in the staff report.
