1. Conduct a Public Hearing to Consider Adopting a Resolution of the Planning Commission Recommending that the City Council: 1) Pursuant to the California Environmental Quality Act, Certify and Adopt the Final Programmatic Environmental Impact Report for the Bicycle Master Plan, the Vehicle Miles Traveled Mitigation Exchange and Banking Program, and Adopt the Findings of Fact, the Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Program; 2) Adopt the Bicycle Master Plan; and 3) Adopt a General Plan Amendment to Amend Chapter 3: Infrastructure and Community Services, with Textual Revisions to Reference and Maintain Consistency with the Bicycle Master Plan, and to Revise the General Plan Bikeways Exhibit to Provide an Updated Overview of the Bicycle Network within the City
