To Provide Paratransit Demand-Response Transportation Services for an Amount Not To Exceed $359,000

— Recommendation: Waive Full Reading and Introduce by Title, Ordinance No. 26-984, Amending Section 9-2.3203(l) to Title 9 of the Artesia Municipal Code Amending Regulations Related to Alcohol Sales at Automobile Service Stations in the General Commercial (CG) Zone; And Determining the Ordinance To Be Exempt From CEQA;
— Find the Ordinance Exempt From the California Environmental Quality Act (CEQA) Pursuant to State CEQA Guidelines §§15061(b)(3) and 15378(b)(5).

Resolution Regarding the Contingent Designation of Pioneer Boulevard as ‘Little India’ Upon the Formation of a Business Improvement District
— Recommendation: Adopt Resolution No. 26-3082, a Resolution of the City Council of the City of Artesia, California, Designating the Area Along Pioneer Boulevard From 183rd Street to 188th Street as ‘Little India,’ Contingent Upon the Formation of a Business Improvement District and Adoption of Assessments.
Introduction of an Ordinance Relating to New Developments' Annexation into Financing Districts
— Recommendation: Waive Full Reading and Introduce, Ordinance No. Adding Chapter 16 to Title 8 of the Artesia Municipal Code Relating to New Developments and Annexation Into Financing Districts and Setting Alternatives and Exemptions; And Determining the Ordinance To Be Exempt From CEQA, Pursuant to CEQA Guideline Sections 15378(b)(5) and 15061(b)(3)
City Paid Parking Program
— Recommendation: Approve, and Direct Staff To Take the Following Actions:
— Return With a Five-Year Professional Service Agreement (PSA) With Passport Labs, Inc. For a Mobile Pay Application To Manage the Hourly Paid Parking Program in the Designated Areas of the City Including the Downtown and the Residential Parking Permit Program;
— Return With an Agreement To Secure Three Physical Parking Meters in in the Paid Parking Areas Downtown To Meet the Requirements of SB532;
— Approve the Recommendation From the Public Safety Commission To Standardize Paid Parking Fees at $2.00 per Hour for Both On-Street and Off-Street Parking in the Downtown Area and Remove the First Hour Free Offering and Return With a Corresponding Ordinance To Adjust the Parking Fees; And
— Approve the Recommendation From the Public Safety Commission To Update the Artesia Municipal Code Regarding the Residential Parking Permit Program To Reduce the Number of Qualified Residential Permits Issued per Household to Three per Household, Change Visitor Passes From Annual to as Needed 24-Hour Permits, and To Charge Fees To Cover the Cost of Managing the Program.
Code Enforcement Process and Approval of Mobile Surveillance Camera Lease
— Recommendation: Receive and File the Code Enforcement Presentation; Approve the Use of the $25,000 To Lease a Mobile Surveillance Camera as a Pilot Program for (FY) 2025-26; And Provide Feedback To Staff for Fiscal Year (FY) 2026-27 Recommendations.
