— Recommendation: Approve the Issuance and Co-Sponsor of a Large Event Facility Use Permit to the Artesia Chamber of Commerce To Hold a Diwali Festival on Sunday, October 25, 2026, at Artesia Park According to the Conditions Set Forth in the Staff Report
Resolutions for Street Lighting Maintenance District Initiating Proceedings, Approving the Engineer’s Report, Declaring the City’s Intention to Levy and Collect Assessments, and Setting the Date of the Public Hearing
— Recommendation: Adopt Resolution No. 26-3085, Initiating Proceedings for the Levy and Collection of Assessments Within the City of Artesia Street Lighting Maintenance District for Fiscal Year 2026-27 and Ordering the Preparation of an Engineer’s Report Pursuant to the Provisions of Part 2 of Division 15 of the Streets and Highways Code;
— Adopt Resolution No. 26-3086, Approving the Report of the Engineer for Fiscal Year 2026-27 in Connection With the City of Artesia Street Lighting Maintenance District; And
— Adopt Resolution No. 26-3087, Declaring Its Intention to Levy and Collect Assessments Within the City of Artesia Street Lighting Maintenance District for Fiscal Year 2026-27 Pursuant to the Provisions of Part 2 of Division 15 of the Streets and Highways Code, and Appointing a Time and Place for Hearing Protests.
Professional Services Agreement for Information Technology Services with BreaIT Solutions
— Recommendation: Approve and Authorize the City Manager To Execute the Proposed Agreement the Professional Services Agreement With BrealT Solutions for an Amount Not-To-Exceed $95,000.
City Paid Parking Program
— Recommendation: Approve a Five-Year Professional Service Agreement (PSA) With Passport Labs Inc. In the Amount of $140,000 for a Mobile Pay Application To Manage the Hourly Paid Parking Program in the Designated Areas of the City Including the Downtown and the Residential Paid Parking Permit Program and 24-Hourly Visitor Parking Program;
— Approve the Purchase of Three Parking Meters and a Two-Year Extended Warranty in the Amount of $39,160 From Arrive Corporation for the Artesia Downtown Paid Parking Areas To Meet the Requirements of SB 532; And
— Authorize the City Manager To Make Amendments to the Agreement With Passport Labs, Inc. That Do Not Change the Contractual Amount or Term.

Proposal for Aerial Drone Services to Deter Illegal Fireworks During Independence Day Holiday Period
— Recommendation: Approve the Proposal for Services With Southwest Patrol for Drone Services To Monitor and Deter Illegal Fireworks Activity During the Independence Day Holiday Period, Under the Existing July 1, 2025 Agreement, With No Increases to the Contract Amount.
