April 2, 2024 City Council Regular Meeting Mintues
— 1. Approve.
Amendment No. 1 to the Agreement for Control and Use of Funds of the Hillside Open Space Education Coalition (HOSEC)
— 1. Approve Amendment No. 1 to the 2004 Agreement for Control and Use of Funds to Support the Efforts of Hillside Open Space Education Coalition (HOSEC) to transfer administrative and fiscal duties from the City of Brea to the City of Whittier and make minor adjustments to HOSEC’s operational procedures.
— 2. Authorize City Manager, or his designee, to execute Amendment No. 1 and take all actions necessary to implement and administer the terms of the amendment. There is no fiscal impact to the General Fund.
Award a Contract to Insight Analytics for Police Department's BSCC ORT Grant Evaluation Services
— 1. Award a contract to Insight Analytics (Cynthia Haebe, Sole Proprietor) with a not-to-exceed amount of $75,000 to provide Grant Evaluator services for the Police Department's BSCC ORT grant; and
— 2. Authorize the City Manager to execute the agreement. Because of the delay in hiring the Crime Analyst and IT Specialist, the Police Department will be able to transfer funds within the current operating budget, and the entire contract amount of $75,000 would be fully grant reimbursed through the Organized Retail Theft Grant Fund (234). No additional appropriation is needed.
Annual Engineer's Report for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7
— 1. Receive and approve the Annual Engineer's Report for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7 and adopt Resolutions No. 2024-021 - 2024-027 to set a Public Hearing for each District on June 18, 2024, at 7:00 p.m. There is no fiscal impact to the General Fund.
Resolution to Adopt Amended Executive Compensation Plan
— 1. Adopt Resolution No. 2024-028, approving a comprehensive Executive Compensation Plan in order to comply with CalPERS Reportable Compensation Regulations and superseding Resolution No. 92-124 and all 24 amendments effective the pay period that includes April 13, 2024. There is no fiscal impact to the General Fund.
Ambulance Transport Billing Contract
— 1. Approve the professional service agreement with Wittman Enterprises, LLC for Ambulance Transport Billing Services;
— 2. Authorize the City Manager to execute the agreement; and
— 3. Amend the City’s Fiscal Year 2023-25 Operating Budget to appropriate $150,000 annually from the City’s Paramedic Services Fund (174) for Ambulance Billing Services.
