This portion of the meeting is for matters that legally require an opportunity for public input. Audience participation is encouraged and is limited to 5 minutes per speaker.
4.A. Ordinance Establishing Standards and Procedures for Creating Economic Development Programs and Incentives, and Adding Title 17 “Economic Development” to the Brea City Code
— 1. Waive full reading of and introduce Ordinance No. 1266 titled “An Ordinance of the City Council of the City of Brea Establishing Standards and Procedures for Creating Economic Development Programs and Incentives, and Adding Title 17 “Economic Development” to the Brea City Code;
— 2. Approve a California Environmental Quality Act (CEQA) Exemption Determination; and
— 3. Schedule adoption of the aforementioned Ordinance at the October 21, 2025 City Council meeting. There is no impact to the General Fund.
5. CONSENT CALENDAR
The City Council/Successor Agency approves all Consent Calendar matters with one motion unless Council/Agency or Staff requests further discussion of a particular item. Items of concern regarding Consent Calendar matters should be presented during “Matters from the Audience."

— 1. Accept an Office of Traffic Safety Selective Traffic Enforcement Program (OTSSTEP) Grant Award which funds best practice strategies to be conducted to reduce the number of persons killed and injured in crashes involving alcohol and other primary crash factors, in the amount of $65,000, for the one-year grant period which begins October 1, 2025, and ends September 30, 2026. There is no fiscal impact to the General Fund.
