SPECIAL NOTICE REGARDING PUBLIC MEETINGS
On September 13, 2022, Governor Newsom signed Assembly Bill 2449, which permits City Council Members to participate in City Council Meetings via teleconferencing for emergency circumstances or just cause reasons. Videoconferencing allows the City to continue to conduct essential business and comply with Public Health Administration recommendations to protect the public and City employees and limit exposure. Please be advised that some City Council Members may attend this meeting via videoconference. The public has the following options to provide comments during the meeting:
OPTION 1: IN-PERSON
The public may attend this meeting in-person. Those wishing to speak are asked to add your speaker information at the digital kiosk located at the Council Chamber entrance. Comments are limited to no more than three minutes each.
OPTION 2: VIA EMAIL
Members of the public may submit their comments in writing by sending them to the City Clerk’s Office at comments@buenapark.com.

AMENDMENT NO. 1 TO AGREEMENT FOR POLICE DISPATCH SERVICES WITH THE CITY OF LA HABRA
— Recommended Action: 1) Approve Amendment No. 1 to the agreement with the City of La Habra to extend police dispatch services at the La Habra Police Department through January 1, 2025; 2) Authorize the City Manager and City Attorney to make any necessary, non-monetary changes to the agreement; and, 3) Authorize the City Manager, Police Chief, and City Clerk to execute the agreement.
AMENDMENT NO. 6 TO PROFESSIONAL SERVICES AGREEMENT NO. 19-01 WITH YUNEX, LLC, FOR TRAFFIC SIGNAL MAINTENANCE SERVICES
— Recommended Action: 1) Approve Amendment No. 6 to the Professional Services Agreement (19-01) with Yunex, LLC, for traffic signal maintenance services; 2) Authorize the City Manager and City Attorney to make any necessary, non-monetary changes to the amendment; and, 3) Authorize the City Manager and City Clerk to execute the Amendment.
BUDGET AMENDMENT TO FUND AN ASSESSMENT OF THE EFFECTIVENESS, EFFICIENCIES, AND STAFFING NEEDS FOR ALL CITY DEPARTMENT OPERATIONS
— Recommended Action: 1) Approve a budget amendment in the amount of $47,400 from the undesignated General Fund reserve balance to allocate funding to the Human Resources Department for the organizational assessment of the Police Department for Fiscal Year 2023-24, and an additional $55,000 for Fiscal Year 2024-25 to assess the remaining City departments.
RESOLUTION DECLARING THE PROPERTY AT ARTESIA BOULEVARD AND BOTRYOIDES AVENUE TO BE SURPLUS LAND PURSUANT TO GOVERMENT CODE SECTION 54220-54234
— Recommended Action: 1) Adopt the attached Resolution declaring the City-owned real property located at Artesia Boulevard and Botryoides Avenue to be “surplus land” pursuant to the California Surplus Land Act (California Government Code 54220 et seq., the “SLA”).
APPROVAL OF A LEGISLATIVE PLATFORM
— Recommended Action: 1) Approve the City's legislative platform from which to guide Buena Park's legislative advocacy efforts.
5. NEW BUSINESS
RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND APPROVAL OF A CONTRACT WITH G&A NELOS CONSTRUCTION, INC., FOR THE MAGNOLIA AVENUE WATER MAIN INTERCONNECT PROJECT
— Recommended Action: 1) Adopt a resolution approving the plans and specifications for the Magnolia Avenue Water Main Interconnect Project; 2) Award a contract to G&A Nelos Construction, Inc. in the amount of $627,164.; 3) Authorize contingency funds in the amount of $64,766.; 4) Authorize a purchase order for The Solis Group in the amount of $6,725 for administration of the Community Workforce Agreement (CWA); 5) Authorize contingency funds in the amount of $1,345 for the CWA administration; 6) Authorize the City Manager and City Clerk to make any necessary, non-monetary changes to the contract; and, 7) Authorize the City Manager and City Clerk to execute the contract.

RESOLUTION AMENDING FEES AND CHARGES ASSOCIATED WITH THE PARAMEDIC PROGRAM
— Recommended Action: 1) Conduct a public hearing on the proposed update to the Paramedic Fee (Advanced Life Support transport fee); 2) Adopt a resolution amending the Paramedic Subscription Service Program by increasing the paramedic fee schedule to be in line Orange County’s approved ambulance user fee schedule for ALS transport; 2) Make the new Paramedic Fee effective July 1, 2024; 3) Adjust the Hardship Exemption to a new low-income assistance program threshold; and, 4) Authorize the City Manager to notify Emergency Ambulance Service, Inc. (the City's ambulance services provider) to incorporate and collect the paramedic fee increase on the City’s behalf.
