Mayor Weill called the meeting to order at 4:30 P.M.

Mayor Weill led the flag salute.

All members were present.
2. PUBLIC COMMENTS
Public comments were heard during consideration of the action item.
3. ACTION ITEMS
3.A. Conditional Agreement Regarding Crossings at Peterson Road
— RECOMMENDED ACTION: Approve the Conditional Agreement Regarding Crossings at Peterson Road with Blieu LLC Regarding Financial Assistance in the Form of a Residual Receipts Loan Totaling $3,824,846, and authorize the Housing Authority's Executive Director to execute the Agreement and take further steps to effectuate the same.
Isaiah Hagerman, City Manager, explained why the special meeting was called.
Marcus Aleman, Housing Manager, presented the staff report.
Mark Bigley, Vice President of Blieu LLC, introduced himself.
The following individual provided public comments: Brad Anderson.
A discussion ensued.
Colin Kirkpatrick, City Attorney, noted a typo in Section No. 4 of the draft conditional agreement, and reported that "term of fifty-seven (55) years" would be revised to "term of fifty-five (55) years."
MOVED/SECONDED BY MALLOTTO/DOWNS TO APPROVE THE CONDITIONAL AGREEMENT REGARDING CROSSINGS AT PETERSON ROAD WITH BLIEU LLC REGARDING FINANCIAL ASSISTANCE IN THE FORM OF A RESIDUAL RECEIPTS LOAN TOTALING $3,824,846, AND AUTHORIZE THE HOUSING AUTHORITY'S EXECUTIVE DIRECTOR TO EXECUTE THE AGREEMENT AND TAKE FURTHER STEPS TO EFFECTUATE THE SAME. MOTION CARRIED 5/0.
