1. Call To Order
1.A. Call to Order--Crystal Philp, Chair
Chairman Philp called the meeting to order at 6:00 p.m.
1.B. Audience Participation-- Anyone wishing to speak during the discussion of an item listed on the agenda must complete an audience participation form. Please complete form and give the form to the Secretary and the Chair will call on you when that item is discussed. You will have three (3) minutes to make your comments.
1.C. Action Regarding Minutes from September 4, 2025 meeting--Crystal Philp, Chair
Motion was made by Jimmy Burgdorf and seconded by Member Ray to approve item 1C. Motion Passed. 5-0-0-2 (absent: Irby & Jones)
2. Business
2.A. Discussion Regarding East Bound Bailey Boswell & Basswood
Chairman Philp and members discussed the concerns about right hand turn from East Bound Bailey Boswell to Basswood. As per the board members' concern, many people get stuck while waiting to turn right and asked for additional lane to East Bound Bailey Boswell. Assistant City Manager Lee Howell said that he would ask City Engineer to take a look at it.
2.B. Speeders on High Country
Chairman Crystal Philp had requested flashing speed signs at 20 MPH. Police Lieutenant James Crippen spoke about lawfulness of enforcement of 20 MPH. Superintendent of the Public Services, Corey Smith said that the signage is possible. He also mentioned that the flashing signs are $1500 - $2000 a piece. Board member, Brian Gil suggested putting flashing reminder in middle of road.
2.C. Speeders on Grand Central
Chairman Philp mentioned that the Grand Central has the similar issues. Superintendent of Public Services, Corey Smith said that the signs are already there. Chair Philp asked that how the flashing signs were justified. Corey smith said that it is important io make sure that the residents are not disturbed with the flashing signs and also discussed the example from Priarie Moon where homeowner complained about the shining of flashing sign in his bedroom window. Assistant City Manager, Lee Howell explained the effectiveness of flashing stop signs. He also mentioned that the lights could bring attention to newly placed signs, but long term effectiveness is questionable. Police Lieutenant, James Crippen cited the statistics from Grand Central, High Country and Park Center. Board member Clayton Ray raised a concern about designated stop line and if those can be repainted at the mentioned intersections.
2.D. Lighted Stop Sign at Trinity Trail and Grand Central
Chair Philp suggested that if the flashing signs are too bright, the rumble bumps can be used to prewarn of stop sign at Grand Central and Trinity Trail.
2.E. Sidewalks on basswood
Chair Philp discussed the plans for future sidewalks.
2.F. Traffic backup causing blocking at Springhill at Old Decatur Road ( Do Not Block Intersection Sign)
Board members discussed the traffic backup for Springhill and Old Decatur. Members requested for either "Do Not Block Intersection" signs or better marking/striping on streets. Superintendent of Public Services, Corey Smith addressed striping issues and mentioned that Kimley Horn had design for intersection improvement. Corey Smith said that they are waiting on striping guy to do it.
2.G. Speeders and Drivers Passing other Vehicles on Park Center
Board members discussed the concerns regarding speeders and drivers passing other vehicles on Park Center. Police Lieutenant, James Crippen said that this is similar to issues on other streets already discussed. He mentioned that the enforcement has increased but is effective only as long as officer is visible. Board member Brian Gil said that the center line has faded and yellow road reflectors may be used during the night.
2.H. Funding for Signage
Mayor Pro-Tem, Paul Felegy spoke about getting funding for signage during upcoming budget process. Board member Clayton Ray asked about replacing of Street Signs. Staff mentioned that the process is ongoing.
2.I. Educating Citizens on Traffic Safety, Rules and Laws
Board member Clayton Ray said that he was thinking about other ways to educate drivers to obey laws and be courteous. Assistant City Manager, Lee Howell said that Communications section has done tremendous job getting stuff out on the website and social media and Facebook. Chair Philp agreed that any type of educational videos would be great.
