2.D. Street Sweeping Program Enforcement-
Senior Management Analyst Cuevas delivered a PowerPoint Presentation on Street Sweeping Program Enforcement which provided a brief overview of the pilot program, a review of prior data collected for parked cars and complaints, and staff's recommendations for implementation and action regarding enforcement.
Council discussed the history of code enforcement regarding street sweeping procedures and its compliance with Federal law and directed staff to further continue the discussion in General Session.

City Manager Gallardo provided a report on the prior Study Session.
3.E. Community Announcements
Council Member Simonoff invited the community to a groundbreaking ceremony to officially commence the long-awaited Arovista Park Modernization project on Friday, April 19 at 3:00 p.m. at the Arovista Park playground.
Council Member Hupp announced that the City of Brea recently began its Focused General Plan Update that includes preparation of a new Brea Core Specific Plan and that both projects will focus on providing a blueprint for Brea’s long-term vision for the future. She invited residents to apply to be a member of the Community Steering Committee, and added that applications are due by Tuesday, April 23 at 5:00 p.m.
Council Member Vargas invited the community to attend the City of Brea Health and Wellness Expo on Saturday, May 11 from 9:00 a.m. to 1:00 p.m. at the Brea Community Center. He announced that the free event will allow attendees to chat with fitness trainers, nutritionists, and doctors; get personalized advice and discover new ways to reach your wellness goals; discover local services and products that can support your journey to a healthier you, and; enjoy interactive demos, giveaways, and activities for all ages.
3.F. Matters from the Audience
Lee Squire thanked the City Council for placing a wreath at the Brea Veterans War Memorial Wall in honor of the Vietnam Veterans and expressed gratitude to those who have served.
Jean Chung expressed concern about the maintenance of the City-owned wall on her property line, and she asked for more clarification on the City's claim process.
Sean Thomas encouraged residents to visit the Brea Museum and support the Brea Historical Society's preservation efforts.

City Manager Gallardo noted that staff will further investigate Mrs. Chung's concerns.
4. ADMINISTRATIVE ITEMS
4.A. Street Sweeping Program Enforcement
Senior Management Analyst Cuevas delivered a PowerPoint Presentation on Street Sweeping Program Enforcement which provided a brief overview of the pilot program, a review of prior data collected for parked cars and complaints, and staff's recommendations for implementation and action regarding enforcement.
In response to Council questions, Public Works Director Ho explained how residents are notified about street sweeping days; noted how Public Works staff partners with the Police Department to move vehicles, discussed what criteria is used to issue a street sweeping exemption permit, and stated that there is a permit appeal process through the Traffic Committee. In addition, he noted that the current process to clean the streets is labor intensive and time consuming. Police Chief Hawley clarified how the current parking control officer handles overnight parking violations to enforce parking time limitations. Community Development Director Killebrew stated that there has been an increase in parking permits and provided a list of criteria used for determining an overnight parking permit issuance.

5.A. April 2, 2024 City Council Regular Meeting Mintues
The City Council approved the April 2, 2024 City Council Regular Meeting Minutes.
5.B. Amendment No. 1 to the Agreement for Control and Use of Funds of the Hillside Open Space Education Coalition (HOSEC)
The City Council approved Amendment No. 1 to the 2004 Agreement for Control and Use of Funds to Support the Efforts of Hillside Open Space Education Coalition (HOSEC) to transfer administrative and fiscal duties from the City of Brea to the City of Whittier and made minor adjustments to HOSEC’s operational procedures; and authorized the City Manager, or his designee, to execute Amendment No. 1 and take all actions necessary to implement and administer the terms of the amendment.
5.C. Award a Contract to Insight Analytics for Police Department's BSCC ORT Grant Evaluation Services
The City Council awarded a contract to Insight Analytics (Cynthia Haebe, Sole Proprietor) with a not-to-exceed amount of $75,000 to provide Grant Evaluator services for the Police Department's BSCC ORT grant; and authorized the City Manager to execute the agreement.
5.D. Annual Engineer's Report for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7
Council Member Vargas suggested that the Engineer's Report for Landscape and Lightning Maintenance Districts should be biannually instead of annually. The City Council received and approved the Annual Engineer's Report for Landscape and Lighting Maintenance Districts Nos. 1, 2, 3, 4, 5, 6 and 7 and adopted Resolutions No. 2024-021 - 2024-027 to set a Public Hearing for each District on June 18, 2024, at 7:00 p.m.
5.E. Resolution to Adopt Amended Executive Compensation Plan
The City Council adopted Resolution No. 2024-028, approving a comprehensive Executive Compensation Plan in order to comply with CalPERS Reportable Compensation Regulations and supersedes Resolution No. 92-124 and all 24 amendments effective the pay period that includes April 13, 2024.
5.F. Ambulance Transport Billing Contract
The City Council approved the Professional Service Agreement with Wittman Enterprises, LLC for Ambulance Transport Billing Services; authorized the City Manager to execute the agreement; and amended the City’s Fiscal Year 2023-25 Operating Budget to appropriate $150,000 annually from the City’s Paramedic Services Fund (174) for Ambulance Billing Services.
